Supreme Judge Hugo Núñez finally accepted the request of the Prosecutor’s Office and approved the effective collaboration of Walter Rios, the former president of the Callao Court who negotiated criminal proceedings and who asked for “ten greenies” in exchange for ensuring the appointment of judges and prosecutors before the defunct National Council of the Magistracy (CNM).
Peru21 warned that there was a delay in sentencing members of Los Cuellos Blancos del Puerto, since more than three years have passed since the case was uncovered with the disclosure of audios.
This afternoon, the sentence handed down against Ríos was known, who is serving preventive detention in the Ancón I prison. According to the ruling, accessed by this newspaper, the former superior judge benefited from the reduction of the sentence. Of the 30 years in prison that corresponded to him for having incurred in “multiple crimes”, he was sentenced to 12 years in effective prison.

His crimes include influence peddling, bribery, embezzlement, criminal organization, collusion and corruption.
The testimony of the former head of the Chalaca Court serves to support 45 investigations in which supreme judges, prosecutors, businessmen and officials are included.
In addition, Núñez ordered the former magistrate to pay S / 500 thousand as civil compensation, an amount that will be divided into two parts: a payment of S / 400 thousand in cash and the remaining S / 100 thousand will be covered with the seizure of a department located in Lince .
In this regard, the anti-corruption attorney Javier Pacheco had shown his opposition in the only hearing that was held to evaluate this case, on December 21.
Pacheco required 9 million soles as compensation, considering that this figure represented the moral damage that the State had suffered with the criminal acts committed by Ríos.
For the former prosecutor in the case of Cuellos Blancos Rocío Sánchez, the collaboration sentence does not meet the requirements established by law.
Hotel intervention

The Prosecutor’s Office intervened that and five other properties regarding the statements made in September 2020 by businessman Salvador Ricci, who acknowledged that he contacted the fugitive former Supreme Judge César Hinostroza to obtain judicial favors in exchange for “courtesies.”
In 2000, Ricci was investigated for money laundering and was going to lose control of the hotel due to a court order that ordered the seizure of his shares.
Although the businessman was acquitted in 2003, the return of the properties was not resolved until 2015, the year in which Hinostroza was president of the Callao Judicial Branch. The former judge, according to Ricci’s testimony, never refused to help him with his process.
Judge involved in irregularities
Hugo Núñez authorized the effective collaboration of Walter Ríos without being able to resolve his own conflicts that have questioned his suitability to see the White Collar case.
Núñez is the only supreme judge of the preparatory investigation and in September of last year he was complained to the National Board of Justice by PNP Lieutenant Jorge Rodríguez Mechado.
Rodríguez denounced that the judge ordered the lifting of his communications secrecy without his being included in any investigation.
