Santo Domingo.– The Central Electoral Board (JCE) assured this Tuesday that the process of international tender for the implementation of the new ID identity and electoral It has been developed with total transparency, compliance with the law and with the maximum security guarantees for the data of Dominican citizens.
The JCE clarified that None of the five companies that make up the EMDOC consortium is of Haitian origin or capital.
During a press conference, the electoral body clarified that the call was published with sufficient advance notice and in national and international media, guaranteeing the free participation of companies from all over the world, in accordance with the deadlines established in Law 340-06 on Purchasing and Contracting.
International process with broad participation
According to the JCE, the bidding notices were published on April 25 and 26, 2024 in the country’s main newspapers—Listín Diario, Diario Libre, El Día and The National—, and also in international media such as The New York Post (United States) and The Country (Spain), ensuring the transparency and equity of the process.

International certifications and political support
The institution reported that it has ISO 27001 and 22301 certificationswhich accredit their management in information security and business continuity, both recertified in 2024 and 2025 by international organizations.
Likewise, the electoral body specified that the process has been accompanied by the recognized political parties, groups and movementswhose delegates actively participate in the supervision and technical meetings of the project.

Finally, the JCE reiterated that the identity and personal data of Dominicans are fully protectedand that the identity document modernization process is carried out under the highest international standards of security and transparency.
