The INE seeks to stop violators who aspire to judicial positions

In other words, the flag bearers who have violated women or children may lose their right to compete and have triumphed in their election, to be declared winners, all prior law of hearing, in procedure they agreed today by the General Council of the Institute.

The decision was made with the vote of eight of the 11 directors, who agreed that the INE will review the background of the flag bearers, both those related to violence against women and not be fugitives of justice or not have suspended their political-electoral rights by other cases, and will take them into account until the day of the qualification of the judicial election, on June 15.

That majority of counselors summoned citizens and civil society organizations to refer to the INE the cases of those who have the knowledge of candidates who are in those cases, which would discard them as flag bearers and where appropriate as winners.

The procedure approved by the INE to verify that all the people candidates for judicial positions meet the suitability requirements will force the 3,442 candidates for federal judicial positions to present their declaration of “eight of eight” against violence against women.

This document will be reviewed by the INE as well as the complaints and complaints that are presented with supposed violators, which in turn will be contrasted with information requested to the corresponding prosecutors or authorities, because in order for the impediment to be applicable, there must be a final sentence or resolution of authority.

The three votes against the President Guadalupe Taddei and the Directors Norma de la Cruz and Jorge Montaño, who consider that reviewing that type of background in the candidates already in contention is the responsibility of the Electoral Court of the Judicial Power of the Federation (TEPJF).

On the contrary, a majority of eight councilors won with the argument that reviewing the suitability of the candidates is an attribution of the INE that can even perform until the day of the election qualification, the deadline on which one could still decide whether an election is valid or not, prior to eventual challenges before the TEPJF.

Although there were eight counselors who agreed in this position, the debate was extended for the dates on which the INE should still receive complaints, and resolve on them.

The criterion that the deadline for an impediment such as those mentioned is considered, will be until the day of the election qualification, prevailed.

The agreed procedure established that all flag bearers must go up to the Conóceles platform, the eight of eight format.

Candidates must sign that they are not convicted or sanctioned by one of the eight assumptions of gender violence:

  1. Intentional Commission of Crimes against Life and Body Integrity;
  2. Against sexual freedom and security;
  3. When it affects normal psychosexual development;
  4. Family violence;
  5. Domestic violence;
  6. Violation of sexual intimacy;
  7. Political violence, and
  8. Be declared as a Moorish food debtor.

For candidates residing in entities that already have their registration of people who have incurred violence against women, family or food debtors, they must present their proof of not appearing in that list.

An interdisciplinary group composed of local and district counselors of the INE in the entities and by officials coordinated by the INE Executive Secretariat will review the documentation and complaints.

This group will belong to the members of the Technical Unit of Gender Equality and Non -Discrimination; the executive directions of prerogatives and political parties, legal affairs and the Federal Registry of voters; The technical units of electoral contentious and computer services, as well as the National Coordination of Social Communication.
