First, in 2025, the 11 justices of the Supreme Court of Justice of the Nation (SCJN) will be dismissed to elect the new members, who will be nine, that is, two less than the current number, and will remain in office for 12 years and not 15 as is the case now.
In addition, Circuit magistrates and District judges will be renewed gradually and in stages, and the change will begin with half of the positions corresponding to each judicial circuit in the extraordinary session of 2025 and the remaining part will be in 2027.
Meanwhile, all magistrate positions in the five regional chambers of the Electoral Tribunal of the Judicial Branch of the Federation (TEPJF) will be elected by ballot, excluding the Specialized Regional Chamber.
Regarding their salaries, it is ordered that the ministers of the SCJN, the circuit judges, the district judges, the electoral judges and “other personnel of the Judicial Branch of the Federation” may not receive a higher remuneration than that received by the president of the republic.
Meanwhile, during the legal campaign period, candidates for SCJN minister, magistrate of the Superior Chamber of the Electoral Tribunal of the Judicial Branch of the Federation and magistrate of the Judicial Disciplinary Tribunal, will have the right to access radio and television equally, in accordance with the distribution of time indicated by law and determined by the National Institute of Elections and Consultations.
All of them will be able to participate in forums organized by the INE and will not be able to use public or private financing in their campaigns, nor hire radio and television spaces to promote themselves. Political parties will also not be able to carry out campaigning acts for or against any candidate.
