This Tuesday the Government convened the National Council of Autonomies, a meeting whose central point is the consideration of the progress of the Population Census that must be carried out in November of this year. Before that event, the opposition senator, Rodrigo Paz, denounced that the cartography of the Census is at 25% and that the census ballot was changed for the fifth time.

The meeting will be chaired by President Luis Arce, for the first time, and the nine governors of the country were summoned, the ministers of the area, representatives of the mayors and of the native indigenous autonomies. The last meeting of this entity was held in December 2021, although the agenda was different.

Cartography is fundamental, because although you can have a lot of technology, sooner or later you have to go on land and identify a building, house, tenement or a pahuichi; someone has to get to that point and indicate the place of reference so that on the day of the census, the person who is going to do the census has a reference of how many ballots they have to make per area, none of that is finished in Bolivia”, declared Paz Pereira in a radio interview.

This Monday the National Institute of Statistics (INE) published a statement on its official website in which they assure that the cartographic update is worked in coordination with the municipalities of the country.

“The INE work protocols establish the direct coordination with municipal authorities of the dispersed area and with the neighborhood councils in the cities at the time of the entry of the Statistical Cartographic Update brigades” indicates the entity’s bulletin.

The realization of census in November was questioned by opponentswho assure that the political handling that the Government makes of this process, ended up frustrating its realization.

Added to these observations was the resignation of the Executive Director of the INE, Humberto Arandia, which occurred in May and was only made known on June 8 through the leaked letter. The day after that letter was made known, the Government decided to change the Minister of Planning, Gabriela Mendoza, and replaced her with Sergio Cusicanqui.

One day after that possession, the Government presented Gastón Cordero as the new interim executive director of the INE and he said that Marta Oviedo was in charge of the census operation, who already commanded that process.

All these events placed a cloak of doubt about carrying out the census, while the Government tries to give certainty about its realization, although with less and less success.
