The Government makes public its program to “correct distortions and re-boost the economy”

With the Hurricane Melissa Knocking on the doors of Cuba and the country mired in a complex energy and epidemiological situation, the Cuban Government made public this weekend its publicized program to “correct distortions and reinvigorate the economy.”

The plan is presented without explanations in the official media as “the common thread to advance the gradual recovery of the economy”, which has already been experiencing two years of decline and which at the end of the first semester decreased again, as he admitted the Government itself.

It is announced two years after the announcement of its implementation and after having been recently updated by the Executive.

With nearly 90 pages, the program It contains 10 general objectives related to topics such as macroeconomic stabilization, national production, external income, the recovery of the electro-energy system and the reduction of crimes and corruption.

In addition, it has another hundred specific objectives, and also a large number of actions (327), as well as goals and indicators (257).

In general, it is a broad and dense document in whose preparation—according to the brief presentation note of the text—“universities, academic centers, as well as political and government organizations participated.”

As previously announced, the Government intends to carry out a “discussion and analysis process” of the program in the country, with the aim of achieving a “comprehensive understanding” of the plan and “defining in each scenario” the role of the different organizations and state entities in its implementation.

Even though many Cubans have probably not read the document, more concerned about the shortcomings and problems that they must overcome daily on the island, citizen criticism of actions contemplated in the program related to the elimination of subsidies, updates and price increases, and greater state control has already begun to emerge.

There has also been no shortage of specialized questions. Among them, those of the economist Pedro Monreal stand out, who classified the program as “unnecessarily dispersed, with poor definition of goals and indicators, imprecise description of actions, and not very credible goals.”

For the independent analyst, who usually comments and dissects the Cuban economic scenario on social media, the island’s government overestimates “its competence for public management” by presenting a program of such breadth as feasible.

“Less complex things have not been able to be managed in longer terms,” he maintains.

Monreal charges against the organization of the document, which in your opinion “seems to reflect a “Christmas tree” type bureaucratic process in which each ministry ‘hooked’ sectoral components, overloading a program that should have functioned as an understandable matrix and not as a collection of sectoral artifacts.”

The expert also criticizes the lack of differentiation in the text between goals and indicators and questions that none of them are established “in relation to two important social problems poverty (vulnerability) and inequality, despite the fact that the ECLAC methodology could have been adopted with respect to both issues.”

Likewise, it regrets the absence of necessary elements in its criteria for the goals of macroeconomic stabilization – such as the GDP growth rate, the investment rate, and the balance of payments and international currency reserves -, and the failure to identify the resources available for the planned actions, with the exception of electricity financing.

“An economic program is not credible without identifying the financing that supports it,” concludes its analysis on social network X.
