The national government made entry into the country more flexible this Thursday and established new health measures at the borders, considering it necessary “a gradual and gradual reduction of the requirements imposed” by the emergency regulations established by the coronavirus.

This was established through Administrative Decision 370 published in the Official Gazette with the signature of President Alberto Fernández, the Minister of Health, Carla Vizzotti, and the Minister of the Interior, Eduardo de Pedro.

According to the new rule, foreigners must complete a sworn statement from the Migration Directorate “about their vaccination status and absence of symptoms of Covid-19, within 48 hours prior to the start of the trip”.

Health insurance will also be requested “with coverage of hospitalization services, isolation and/or medical transfers for those who are positive, suspected or close contacts.” However, this will not be mandatory for all cases.

The norm establishes that, for example, non-resident foreigners of Ukrainian nationality, or from Ukraine who have emigrated due to the armed conflict, are exempted, and establishes that while they remain in a transitory migratory situation they must provide for the hiring of health insurance. .

Meanwhile, Argentines and residents in Argentina must complete the affidavit approved by the Migration provision, about their vaccination status and absence of Covid symptoms, within 48 hours prior to the start of the trip.

It is also indicated that “in the event that a positive or suspected case of Covid 19 is detected or reported at the point of entry into the country, the Contingency Plan of that Point of Entry will be activated.”

What’s more The provision recommends that people who enter the national territory who are not vaccinated or who have an incomplete vaccination schedule “carry out a diagnostic test for Covid-19 within 24 hours of entering the country” and it is clarified that “the cost of the test to which reference has been made will be borne by the person who enters the country.”

Meanwhile, it is indicated that the operators of international passenger means of transport must verify that the passenger has completed, within 48 hours, prior to the start of the trip, the affidavit approved by Immigration, and these operators “are empowered to deny boarding to those who do not meet these requirements”.

On the other hand, It is established that it will no longer be necessary to carry out temperature controls at the points of entry into the country or on shipments destined for the national territory.

The rule also establishes requirements for the entry into Argentine territory of transport operators, carriers and crew:

– In the case of non-resident foreign carriers and crew members, the requirement to have Covid-19 health insurance may be supplemented by a sworn statement stating that in the event of the possible contagion of Covid while they remain in the national territory, they will assume coverage of isolation and health transfer at your expense or at your employer’s expense.

– The replacement of crew members with a complete vaccination schedule is authorized, which must be recorded in the affidavit approved by the Migration Provision-

– Unvaccinated crew members or those with an incomplete vaccination schedule must prove their health status with an antigen test carried out at least 48 hours or a negative PCR carried out at least 72 hours prior to boarding.

The published provision also authorizes, by way of exception, “the departure from Argentina of the human remains of people who died as a result of Covid-19, provided that the documentation” apostilled by the Foreign Ministry is presented.

In article 6 of the norm, it is indicated that “all the points of entry into the country enabled prior to the issuance of this or as established in this article and the points of entry into the national territory that are coordinated in the future may operate under the conditions agreed upon prior to the entry into force of Decree No. 260/20 -without requiring to be a “safe broker”-, with the exceptions regarding the sanitary requirements demanded in this administrative decision”.

“A scheduled and staggered opening of the points of entry into the national territory not enabled to date is determined, which will be enabled in coordination with the national and jurisdictional authorities and in accordance with the Agreements on Coordination of opening and closing of border crossings signed” , indicated.
