The national government created on Tuesday the Villa Mascardi Zone Unified Security Command, for the “inter-force management and coordination of crime prevention activities” in that town in the province of Río Negro, which will also collaborate in judicial proceedings.
Resolution 637/2022, published in the Official Gazette, bears the signature of the Minister of Security, Aníbal Fernández.
In its first article, it establishes the creation of the command “aimed at inter-force management and coordination of crime prevention activities in the town of Villa Mascardi, Bariloche, province of Río Negro, a command that, in its role as auxiliary to the organs of the Administration of Justice, and under the coordination of the Secretariat of Criminal Policy, will collaborate in the proceedings that could be ordered judicially, for the purposes of securing the people and assets of the locality.
The command It will be made up of the Argentine Federal Police, the National Gendarmerie, the Prefecture and the Airport Security Police.sets the standard.
The designated officials will have decision-making capacity over the personnel and means affected by the security operation.
Meanwhile, the command will dissolve when determined by its coordination and It will have its operational headquarters in the city of San Carlos de Bariloche.
In addition, it was established that the General Coordination of the command will be exercised by the Secretary of Security and Criminal Policy of the Ministry of Security, which will be in charge of leading the police forces and security forces affected by the operation.
That secretariat will designate the list of lawyers who will act as liaisons with the judicial authorities on duty and with officials from the Public Prosecutor’s Office.
The resolution invites the Ministry of Justice and Security of the Province of Río Negro to appoint a representative of the local police forces to integrate the command, and the Federal Court of Bariloche is summoned to appoint the liaison officials it deems appropriate, and with identical purposes, summons the Bariloche Federal Prosecutor’s Office.
In the recitals, the resolution recalls that On September 26, “new acts of violence originated” in the area, which consisted of “the burning of a mobile surveillance post of the Gendarmerie National Argentina implemented, precisely, to carry out tasks of prevention and containment of previous violent episodes”.
After this, the Federal Court of Bariloche and the Federal Prosecutor’s Office of Bariloche intervened, who stated that “the episodes would have been carried out by members of the community calling itself ‘Lof Lafken Winkul Mapu’, and that the attackers would have used different types of weapons, including firearms”.
In this sense, the norm expanded with the fact that “on September 27, 2022, an ocular inspection was judicially ordered with the performance of personnel from the Criminalistics Cabinet of the Federal Operational Unit Division of the Argentine Federal Police and the support of the 34 Squad of the Argentine National Gendarmerie.
In addition, he reported that “during the measure, a group of between fifteen and twenty people, with their faces covered, descended from the mountain and launched an attack on the Gendarmerie personnel who were stationed on the property’s limits, guaranteeing security. of the judicial officials, for which those present had to be evacuated”.
The text also mentions that, later, “The Federal Prosecutor’s Office of Bariloche charged the members of the self-proclaimed community “Lof Lafken Winkul Mapu” who would be found illegally settled on the properties adjoining to the north on the side of the same National Route 40 (lots of Diego Frutos, of the Superior Personal Union of Gas, of the Bishopric of San Isidro, of Magdalena Giménez de Tournier and two lots of the APN, the last one where they are located the destroyed remains of what was the former Hotel Mascardi) and that such settlements would correspond to usurpations by violent means”.
The authorities considered that “it is evident that the actions of the persons who would be found occupying the indicated properties translates into an impediment to the exercise of jurisdictional power and the violation, by means of fact, of the right to property”, and that the facts “they have had the direct objective of preventing the preventive action of one of the federal forces.”
“The actions carried out represent a risk for the entire community, insofar as, due to the characteristics of the territory, the provocation of fires generates a common danger that is difficult to contain”, for which reason “it is timely and convenient to create the Command in order to to contribute with an efficient work in terms of the implementation of security devices aimed at preventing episodes of violence in an area that already has a history”, adds the resolution in its recitals.
At that point, he highlights the need to “provide efficiency and direction to the command” as well as “establish direct and permanent communication channels with the judicial authorities and the Public Prosecutor’s Office on duty, in order to be able to promptly formulate the queries that may be necessary. “.
