All three have been municipal presidents of Texcoco, and both Horacio Duarte and Delfina Gómez were headed by Martínez at the time.

The origins
In 1993, the PRD was barely five years old and was a new force that permeated the rural and marginalized areas of the State of Mexico.
It was a strong post-election mobilization in Texcoco, with Higinio Martínez then a candidate for mayor, which brought together the leftist currents from the east of the state, mainly the leadership from the Mexican Workers Party (PMT) – to which the then PRD member belonged. – and the Communist Left Unity (UIC).
With Higinio at the head, the PRD took over the municipal palace for eight weeks, rejecting a new PRI municipal government, since the difference in votes between the two was barely 526 votes.
As a result of the protests, the first municipal co-government in the state was formed, with a mayor from the PRI but, as a result of negotiations, with a secretary from the PRD City Council, and it was Martínez’s comrade in struggle, Horacio Duarte, who assumed that second position in the municipality.
As a result of these struggles, between 1994 and 1995 the GAP emerged, which was the impulse that led Higinio Martínez to the state leadership of the PRD, in 1995.
The following year he obtained for the PRD historical figures of mayorships, councilors and seats in the local congress. And from then on he has been able to control the candidacies for federal and local deputies and mayors, increase his political group in profiles and financially, which has extended his power over time.
