Transmilenio operates under a set of rules defined in the user manual, which is aligned with the National Code of Security and Citizen Coexistence. This document establishes the responsibilities of users, such as respecting the spaces designated for women and people with reduced mobility, and complying with the provisions related to entry and use of the system.
As defined by the authorities in Law 1801 of 2016 (National Code of Security and Citizen Coexistence), Citizens who evade paying the fare will be incurring a type 2 infraction.
This violation carries a fine of four current legal daily minimum wages (SMDLV). It should be remembered that for 2025, the salary was defined at $1,423,500, Therefore, the daily minimum is $47,450.

These violations correspond to type 1 and can receive fines of $86,666 in 2025.
