The figures that do not add up and for which they opened an investigation into Petro's campaign

The Plenary Chamber of the National Electoral Council (CNE) decided this October 8 to open and file charges against the presidential campaign of the current head of state, Gustavo Petro, for alleged violation of the financing regime for electoral campaigns.

In this investigation they also mention Ricardo Roa Barraganwho at that time was manager of the Petro Presidente campaign; Lucy Aydee Mogollóntreasurer, as well as María Lucy Soto and Juan Carlos Lemuswho served as auditors.

Likewise, they mention the Colombia Humana and Unión Patriótica partieswhich were also part of the campaign.

Figures and concepts

According to the CNE, the campaign would have exceeded the limit established by law for the Petro Presidente campaign in the first round, investing 3,709,361,342 pesos in this campaign.

The country’s electoral authority, likewise, detailed that this amount is the sum of the omitted expense reports of loans, contributions, expenses for electoral propaganda, payments, income and service expenses in the following concepts:

1. Omit the contribution made by the Colombian Federation of Education Workers (Fecode), for the sum of 500,000,000 pesos.

2. Omit the report of the loan made by the Polo Democratic Alternative Party, for the sum of 500,000,000 pesos.

3. Omit the payment report to electoral witnesses, for the sum of 931,290,000 pesos.

4. Omit the report of expenses for electoral propaganda for the sum of $356,102,872.

5. Omit the report of payments made since the 2022 Senate campaign of the Historic Pact Coalition, for the sum of $202,471,731 pesos.

6. Omit the report of income and expenses of the air transportation service for the sum of $1,249,793,230 pesos.

7. Omit the report of the contributions made by the Union Sindical Obrera (USO), worth $121,544,000 pesos.

Likewise, the campaign is accused of alleged prohibited financing, both Fecode, like USO and Ingenial Mediacomputer consulting company and computer facilities management activities. Regarding the latter, the current president of Ecopetrol stated in an interview for ‘W Radio’ that the donation made had, in fact, been made to Colombia Humana.

Second round accounts

In the case of the second round of the elections, the CNE assures that President Petro’s campaign once again exceeded the spending limit, disbursing 1,646,386,773 pesosfor the following:

1. Skip the expense report for payment of the event held on June 19, 2022 at the Movistar Arena in Bogotá, for a value of 100,000,000 pesos.

2. Omit the payment report to electoral witnesses for the sum of 177,680,000 pesos.

3. Omit the report of income and expenses of the air transportation service for the sum of 962,957,784 pesos.

4. Omit the report of income and expenses for payments made by Colombia Humana, for the sum of 530,579,983 pesos.

5. Omit the report of the contributions made by the WORKER UNION UNION “USE”
worth 379,019,511 pesos.
