SANTO DOMINGO.-President Luis Abinader summoned by decree the senators and deputies to an extraordinary legislature until next February 15 so that the pending bills can be approved, as well as any other that the Executive Branch submits or that is submitted by initiative of the National Congress or other constitutional body.
The president issued Decree 3-23 to extend the legislature that ended just yesterday, and recalled that important bills of high public interest are in progress in the National Congress that require the knowledge and decision of the legislative chambers.
Among the pending projects, he cited the Public Procurement and Contracting regime, the Administration and Disposal of Seized and Abandoned Assets regime in Criminal Proceedings and in Asset Forfeiture Trials, the regulation of Public Trusts, the Integral Protection of Women, the Civil Service Statute, among other issues relevant to the country’s institutionality.

The bill that will regulate public trusts was approved yesterday in second reading by the Chamber of Deputies, so it will now return to the Senate.
The piece was approved with 91 votes in favor, 48 against and eight abstentions.
The regulation of the law on public trust was sanctioned in the Senate on May 25, 2022 and was on the agenda of the day in each session of the Lower House from July 19 until last December.
The Dominican State has been making use of trusts even when there was no law that would support it, relying on Law 189-11 that regulated the practice. The new law focuses its attention on those trusts of a public nature and the regulations will govern them.
The president of the commission that studied the proposal, Frank Paulino, pointed out that among the advantages of trusts that the debts contracted will not belong to the State and that the assets will continue to belong to the public treasury.
