Minister of Labor: The business cannot be the center of the Social Security System
The Minister of Labor warned that the business cannot be the center of the Social Security System, and the worker must be, and with that he drags his family, because we can never deviate from who is the true protagonist of the Social Security.
Eddy Olivares, who is the president of the National Social Security Council, said that any reform of the law made in the system must be inspired by that philosophy.
Olivares recalled that Law 87-01 had to be renovated ten years later, and have spent 20 years with things that are peremptory to resolve them, so, once the Labor Code is approved, the reform to the norm that institutes the Social Security System, whose commissions in Congress is presided over by the spokesman for the force of the people in the Chamber of Deputies, Rafael Castillo, and in the Senate, the former public minister Daniel Daniel, Rivera
Interviewed by Héctor Herrera Cabral in the D`Agenda program, which every Sunday is disseminated by Channel 11 and TV Telesystem Quisqueya for the United States, the senior official said that said commission also has several doctors who are congressmen, which implies that its members are experts in the field, and know what they have to do.
He said to hope that there is, no later than next year, it is renovated, since attention must be paid to the issue of pensions, because if the fulfillment of the established quotas, in the first ones that will receive the pensions, if they are a fiasco, then that could generate distrust of the system, and to the country a difficult situation.
“In addition, we have to open the doors of the Social Security System for everyone who works, including the Motoconthists; we must formalize them, because they do a job, and implement the contributory-subsidized regime, because the contribution is well below all the systems in Latin America,” he explained.
He argued that all these issues must be reviewed, “but it has to be a more open democratic system, in which all those who work, domestic workers, taxi drivers, who among everyone.”
“Because that is a fundamental right, and that makes the reform of that social security system more urgent,” said the President of the Social Security Council.
Olivares said he recently headed an act with the Minister of Education, Luis Miguel de Camps García, whom he replaced in the portfolio he directs today. The activity was carried out in a school in Pedro Brand, with students of said educational center, in order to circulate a text to train students in social security.
“One of the main problems of Social Security is that people do not know what it is; they are very technical concepts, and that is why the citizen does not give him the transcendence that we merits. We start with that, because the idea is that everyone has an idea of what social security is, because it affects the lives of everyone,” he lamented.
In this regard, he announced the realization of a great encounter with the media, to discuss the concepts and issues of social security with journalists, because it is necessary to create the conditions for people to understand what it is about, so that they know their rights.

The Minister of Labor, Eddy Olivares, has no doubt that the Labor Code will be approved in the second legislature of this year, which will be open as of August 16, and has the conviction that it could be the first law that is approved in that period.
The official recalled that the piece, which he lost in the newly completed legislature, will be reintroduced again, and will not have major difficulties in being sanctioned, since it has been agreed in more than 95%, clarifying that, despite the insistence of business leaders, the cessations is not touched, as President Luis Abinader said.
“I had conversing with the president of the Senate Ricardo de los Santos and he has the interest, will and decision to resume him immediately to know him, and as he has already passed through tripartism, he met in public views where they listened to all the actors, that is, he has been well agreed, then, I think that in the first month of the next legislature that code must be approved,” said Olivares when he was interviewed in the program. He recalled that this standard is already 32 years old, that is, it is a code of the last century and we are already in the first quarter of the 21st century, and therefore that reform must be done, because the country must be placed in the reality of the labor market of this time.
He insisted that there is the will of the presidents of the legislative chambers, Alfredo Pacheco and Ricardo de los Santos, that the piece is known in the shortest possible time, so it can be ensured that this year we will have a labor code, and hopefully it is the first law of the legislature that begins on the 16th of this month.
“The issue of unemployment is not under discussion, the dismissal is a culture; although it seems a paradox, who includes the dismissal in Dominican legislation was the dictator Rafael Trujillo Molina, and that became a culture. Touching it is something unlikely, unless there is a pact in which the workers have the guarantee that they will have something more favorable than the cessantía,” the official emphasized.
He insisted that, as the president said, the unemployment is not at stake because he was not agreed, and by not consensuating he cannot be in the reform.
I think that this is a very important and convenient reform for all: “Entrepreneurs are very good in relation to the current code, workers only concentrated on defending the unemployment, and the new law brings very good things for employers.”
He gave as an example the creation of a new procedural stage, which is that of conciliation, and the figure of the Conciliation judge is created, with a magistrate only specialized in that, different from the judge of the litigation, and will be accompanied by the mediators, who will be trained by the Ministry of Labor.
“And we are about to start the construction of a building behind the Ministry building; there will work the Mediation School, which will be the country’s mediation center, and agreed to direct that school the main academic, the main figure of the alternative conflict resolution, Professor Nelson Espinal,” he revealed.
