Through Decree 1408 of November 3, 2021, the National Government issued instructions on the presentation of the vaccination certificate as a requirement for face-to-face activities and events, which will take effect on November 16.

What is the requirement that is established regarding the presentation of the vaccination card?
The new regulations indicate that territorial entities must add to the current biosafety protocols, the mandatory presentation of the vaccination card against covid-19 or digital certificate of vaccination in which it is evidenced, as a minimum, the start of the vaccination scheme.
Where is this new measure valid?
It must be requested as a requirement of entry to: face-to-face events of a public or private nature that involve massive attendance. In addition, to bars, gastrobars, cinemas, discos, dance venues, concerts, casinos, bingo halls and leisure activities, as well as sports venues, amusement and theme parks, museums, and fairs.
Is the measure expected to be extended to other sectors?
The Ministry of Health and Social Protection, in coordination with the Ministry of the Interior, may extend this measure to other activities or sectors, in accordance with the evolution of the pandemic against covid-19 and the progress of the National Vaccination Plan.
Where can I download the Digital Certificate of Vaccination?

Who will be responsible for requesting the card or certificate?
It will be in charge of the owners, administrators or organizers of face-to-face events of a public or private nature that involve massive attendance and in those places indicated above.
From when will it be ordered?
This measure will take effect as of November 16, 2021 for those over 18 years of age and from November 30, 2021 for those over 12 years of age; the population between 0 and 12 years of age is exempted from this measure.
Do I have to have the complete vaccination schedule?
Initially no. At least one dose of the scheme will be requested. However, the Ministry of Health and Social Protection in conjunction with the Ministry of the Interior, are empowered to determine the date from which the requirement for a card with a complete vaccination scheme will be made.
Can you use a physical and digital card?
It can be presented in either of the two presentations, both physical and digital. The purpose is to validate that the person has already started or completed their vaccination schedule.
Will it be optional for certain businesses?
It will only be required for places of leisure, recreation, where the risks due to the conditions are greater and where today the largest group of unvaccinated people is, becoming sources of collective and individual risk.
What if I was vaccinated abroad or am a foreigner?
You can present the document proving your vaccination in the place where you received it. The purpose of this requirement is to validate that the person has already started or completed their vaccination scheme, with the aim of reducing and mitigating the risks of contagion.
Do these measures complement the application of the cycles foreseen in Resolutions 777 and 1687 of 2021?
Yes, the application of these measures are carried out in a complementary manner and contribute to the management of the capacity established in Resolutions 777 and 1687 of 2021.
Do churches have to apply for the vaccination card in the celebration of ceremonies or regular services?
No, it will only be required in those cases in which massive events other than usual ceremonies or cults are held.
In what situations should hotels and lodging places request the vaccination card?
It must be requested for private events, receptions or similar. It is not required for hosting services.
Do shopping centers have to request a vaccination card?
Shopping centers should not request the vaccination card to enter the shopping center, it will only be requested in spaces where public or private events are held, in the cinema area, or theme parks.
Should biosecurity measures continue?
Yes, regardless of whether the vaccination card is required at the entrance of the events, the biosecurity measures must continue to be implemented (hand hygiene, use of face masks and ventilation management).
In a residential complex they do not ask me for a card to enter, but if I go to a party or meeting in the communal hall, should they ask for it?
In the meetings that are held in the social or communal rooms of the residential complexes, the vaccination card or the digital certificate must be requested. Likewise in any event that takes place in the common areas such as social gatherings or celebration of novenas.
