(EFE).- The National Assembly of People’s Power (ANPP, unicameral parliament) of Cuba unanimously approved this Friday the definitive version of the so-called Family Code, which will be submitted to a popular referendum on September 25.
The deputies supported version 25 of this legislative package to regulate interpersonal relations and that includes same-sex marriage, adoption by homosexual couples and surrogacy (“solidarity”, in this text).
The regulation went through a broad popular consultation between February and April, in which 6.4 million people participated, said the Cuban Minister of Justice, Oscar Silvera, before the plenary session of the ANPP, among whom were the country’s president. , Miguel Díaz-Canel, and his predecessor, Raúl Castro.
Silvera explained that as a result of this popular consultation “47.93% of the general text and 49.15% of all its articles were modified.”
If approved in September, the Family Code will replace the norm in force since 1975.
The code is the only norm submitted to a referendum among the 70 updated after the entry into force in 2019 of the new Constitution, among which are legal instruments as sensitive as the new Penal Code.

During the consultation, 336,595 interventions by voters were registered, and 434,000 proposals were collected. Silvera indicated that 61.9% of citizen opinions were in favor of the standard.
The Government has deployed a major media campaign that overwhelms the screens, the newspapers and even special programs dedicated to explaining every detail of the 471 articles of the regulation, seeking majority support.
The project has generated controversy among those who do not accept gay marriage and adoption by same-sex couples, as is the case among some religious groups.
It is also rejected by some feminist groups that demand a specific law on gender violence and the specific criminalization of femicide as a crimewhen the Government considers that there are already instruments to punish this type of crime.
Some opponents and activists have also positioned themselves against this regulation, because they come from the Government.
No surveys have been released on the degree of support from the Family Code among the Cuban population.
