A plenary of committees of the Chamber of Deputies will advance this Wednesday with the debate on the project that already has half approval from the Senate and that seeks to create a National Fund for the Cancellation of Debt with the IMF with money leaked abroad, and that will be constituted in US dollars and will be valid until the payment is completed with that international organization.
The General Legislation and Budget Commissions of the Lower House – led by the ruling party Cecilia Moreau and Carlos Hellerrespectively- were summoned for 13 to advance with the discussion between the legislators and in the ruling party they do not rule out being able to sign the dispatch on the initiative approved last month by the Senate.
This is the second day of analysis of the project in the Lower House, after its treatment began last Wednesday, June 1, in the General Legislation Commission, chaired by Cecilia Moreau, with the testimony of constitutional lawyers, officials and economists .
The text establishes that the fund will be constituted in US dollars and It will be valid until the total cancellation of the debt with the IMF..
In addition, it provides that its resources will be exclusively destined for this purpose and must contemplate the amounts foreseen or reserved for rewards to collaborators, while determining that the fund will be administered by the Ministry of Economy.
The process of control, inspection and supervision of its management will be carried out by the Permanent Bicameral Commission for Monitoring and Control of the Management of Contracting and Payment of the Foreign Debt of the Congress.
According to the bill, payment must be made in US dollars, with resources that the subject has abroad.
Through the project, the National Executive Power is empowered to grant payment terms that may reach up to 12 months and it is provided that the obligated persons who do not enter the payment must comply with all the omitted and/or evaded tax obligations according to the tax laws. .
Obligated subjects who do not make the payment may be denounced for the crimes established in the Penal Code and/or in the Criminal Tax Law.
