This Wednesday, the Paraguaná Refining Center (CRP) was the epicenter of the Public Consultation on the reform of the Organic Hydrocarbons Law carried out by the National Assembly.
Workers from the oil company and active businessmen from the industrial sector participated in the assembly that allowed them to learn about the 18 articles to be reformed, which open the door to foreign investment, guarantee the legal framework of transactions and promote the exploitation of the country’s energy resources with arguments that ensure sovereignty.
The event was led by the first vice president, Pedro Infante, and the second vice president, Grecia Colmenares, along with Governor Víctor Clark, the Falconian deputies, Génesis Garvett and Fernando Bastidas.
In the debate, Infante maintained that the initiative taken by the president in charge, Delcy Rodríguez, allows the legal instrument to be adjusted to new times and conditions.
“I share with you three interesting facts: in 2025, for the first time, it was possible to cover 100% of fuel production for the country, secondly, a production of 1.2 million barrels of oil per day was reached, and thirdly, the contract for the first molecule of gas to be exported was closed. All of these achievements modify the capacity developed in adverse conditions,” he explained.
Better conditions
The president of Petróleos de Venezuela SA (PDVSA), Héctor Obregón, took the floor to point out that the oil performance of the last two years was due to the implementation of new administrative systems, other types of contracts, technical, financial and service alliances.
“The symbiosis achieved between PDVSA, workers and the private sector has raised production to 1.2 million barrels per day. This reality requires a reform that provides legal security with the aim of attracting investors, which will generate improvements in the country’s income and the optimization of the oil value chain and reserves,” he stressed.
On the other hand, the president of the Hafran Servicios Múltiples CA Company, Alberto Díaz, indicated that the reform represents the opportunity to strengthen institutions, attract responsible investment and generate economic growth in the country.
“This action strengthens confidence in the legal framework, guarantees greater mixed and private participation through contracts, as well as the flexibility of taxes and royalties, all of this generates significant attractiveness, allowing for exponential progress,” he pointed out.
Likewise, he stated that the commitment of businessmen is to evaluate the initiative with a state vision and business perspective so that it generates trust, promotes development and contributes to the socioeconomic benefits of workers.
“It will strengthen us in the world market, the investments will allow the maintenance of the national refining system and infrastructure improvements thanks to greater tax collection, which is why we believe that the reform is necessary,” he added.
