The Comptroller's Office observes the S/ 91 million sports center of the Regional Government of Piura

A series of deficiencies were detected by the Institutional Control Body (OCI) of the Regional Government of in the “Approval of the technical file – infrastructure planned in the district of Veintiséis de Octubre”. The work exceeds S/ 91 million soles.

According to report 126-2024-OCI/5349-SCC, the control commission detected that in the execution of the sports infrastructure corresponding to the AH San Sebastián, the existence of inconsistencies regarding the structural design indicated in the soil mechanics study, as well as the concrete design, supplies and structural plans of the technical file.

Specifically, according to the soil mechanics study, it was recommended to use type V Portland cement, following the results of the soil chemical aggression tests, but another type of cement was used.

“According to the technical file, it was found that “MS” type cement was used for the concrete design calculations, which is appropriate when the exposure of the concrete to sulphates is considered moderate, which differs from what is recommended in the soil mechanics study,” the report reads.

With respect to inputs, for the calculation of the unit cost analysis of the budget, the “MS type Portland cement” was used for the AH San Sebastián sports center, for a number of bags and a partial cost of S/ 121,634, according to the technical file. “From the review carried out, the technical specifications of the project have shown that, in the items described, the type of cement to be used for the preparation of the concrete is not indicated. The above described confirms the presence of deficiencies in the design of the concrete due to the non-application of the recommendations of the Soil Mechanics Study, given that instead of using type V cement, Type MS Cement was chosen for the corresponding design calculations, which at the time of the execution of the work would put the quality of the structural elements at risk due to the chemical aggressiveness of the soil,” concluded the Comptroller’s Office.

S/ 131,633 was allocated for the installation of children’s games for the sports centers in the settlements of Santa Rosa, Villa Perú Canadá and San Sebastián.

“It has been identified that the same unit cost analysis has been used for the installation of children’s games in the three sub-budgets, in which only the labor for the installation is considered, and the children’s games have been considered as materials,” details the OCI report.

He added that the same technical conditions were proposed for the three sports centres mentioned.

“The commission reviewed the construction plans for the sports centers in Santa Rosa, Villa Perú Canadá and San Sebastián, verifying that they do not contain detailed plans for the children’s games to be installed, which is why there are no details of the materials, dimensions and technical specifications of the games to be installed,” says OCI.
