The General Office of Administration and Finance of the Ministry of the Interior (OGAF)selected the model Antonov AN-74 aircraft what the company offered Aero Express FZEfrom the United Arab Emirates, despite the fact that the aircraft does not meet the basic technical requirements, as concluded by an inspection action by the Comptroller’s Office.
The first of November The Republic published an investigation that reveals that the OGAF chose the Antonov AN-74 model, ignoring the warning of the Police Aviation Directorate (DIRAVPOL) that said aircraft was not fresh from the factory as required by the technical bases but rather second-use and old.
But the OGAF assumed suspicious powers, leaving aside the proposals presented by manufacturers such as the Italian Leonardo and the Brazilian Embraerand chose a machine offered by the firm Aero Express FZE, from the United Arab Emirates, a country that is not the manufacturer of the Ukrainian Antonov AN-74 aircraft.

Due to the Russian invasion, Ukraine has suspended the assembly of aircraft for export.
Aero Express FZE asked for the Antonov AN-74, whose origin is unknown, US$63,900,000.
The Comptroller He hired an aeronautical engineer to evaluate the proposals and determined, as DIRAVPOL specialists had warned, that the Antonov AN-74 was far from conforming to the technical definitions. However, the OGAF proceeded against the experts’ opinion, creating a controversy that will most likely end with the annulment of the award for the benefit of the Aero Express FZE company.
“The OGAF of the Mininter awarded the international contract award (…) to a bidder whose offer would not comply with what was required in the administrative bases, generating the risk of acquiring an aircraft that does not comply with the requested conditions and technical characteristics,” the Comptroller’s report states.

It is also indicated that the DIRAVPOL warned that the aircraft proposed by the Aero Express company did not meet the technical criteria, but the OGAF did not care, which calls into question the transparency and reliability of the public servants of this purchasing office of the Ministry of the Interior.
“It should be noted that the Police Aviation Directorate of the National Police of Peru, in its capacity as technical area, issued a statement maintaining that said bidder (Aero Express FZE) would not comply with various points of the technical specifications,” highlights the control report.

The Comptroller’s expert reached the same conclusion when reviewing the OGAF selection process.
“In a similar sense, the aeronautical engineering specialist concludes that the Aero Express FZE offer would not meet the technical specifications required in the administrative bases of the contract; a situation that generates the risk of acquiring an aircraft that does not meet the conditions and technical characteristics requested, which would limit compliance with the purposes and objectives of the contract, in addition to affecting the impartiality and transparency of the selection procedure,” the control report explains.
The award of the contract occurred during the administration of the recently appointed head of the OGAF, Ronnie Matienzo Mendoza.
It is not the first incident of suspected irregularities in the hiring of the OGAF of the Ministry of the Interior. Three handgun manufacturing companies have reported to the Comptroller’s Office that the OGAF has adapted the technical bases in favor of the American company SIG Sauer. The same Comptroller’s Office also reported opacity in the acquisition of bulletproof vests. Anomalies have also been reported in the contracting process for 4×4 armored vehicles.
