The Comptroller General of the Republic (CGR) cited Dr. Norberto Herrera Zuñiga, former rector of the canceled Polytechnic University of Nicaragua (UPOLI), to notify you that you are “the subject of a financial audit” for the period from January 1 to December 31, 2021.
In a decree published in the Official Gazettethe CGR ordered Herrera to appear “within the legal term of three days after the edict was published.”
The citation was issued on September 7 and orders that it be published three times. The edict was published for the first time in La Gaceta on September 20, and This Tuesday, September 27, it was published for the second time.
The edict is to “inform you of the proceedings of the Financial and Compliance Audit of the Budget Execution, from the period from January 1 to December 31, 2021,” according to the publication.
Herrera was founding rector of the canceled UPOLI. In the history of this house of studies, the beginning of the international projection is attributed to him when he joined the Fupac and the Udual.
University canceled by the regime
Last February, the deputies of the National Assembly canceled the legal status of 16 non-profit organizations, including UPOLI, under the argument of an alleged breach of the General Law on Non-Profit Legal Entities and the Law against Money Laundering, the Financing of Terrorism and the Financing of Proliferation of Weapons of Mass Destruction.
In the same cancellation, they annulled the status of the Catholic Agricultural University of the Tropics (Ucatse), the Association for Humanitarian Studies (Uneh), the Popular Association of Nicaragua (Uponic) and the Paulo Freire University Association (UPF). Two months earlier, the Hispano-American University (Uhispam) had been cancelled.

The UPOLI was one of the bastions of the civic rebellionbeing the first university in which students protesting against the regime of Daniel Ortega and Rosario Murillo, for the Social Security reforms in 2018, barricaded themselves.
