In view of the Grand Congress of the Bolivarian, Popular, Chavista and Socialist Historical Bloc of Venezuela for the 21st Century, a telematic work meeting was held this Saturday in which the country’s Communes, which will be the fundamental axis of this congress, participated in a leading role.
This meeting was attended by the Vice President of the Planning Sector and General Coordinator of the Congress, Ricardo Menéndez, and the Minister of Popular Power for Communes and Social Movements, Ángel Prado, who articulated together with the organized popular power the methodology and objectives of the Congress of the Historical Block, convened by the President of the Republic, Nicolás Maduro, which will bring together the 5 generations and the 7 forces, according to a press release from the Mppp.
Congress cycles
In this regard, Menéndez pointed out that this Historic Congress will be divided into three cycles. In the first wave, Assemblies will be held in Communities throughout the country, “the communities will have the leading role next week,” which will begin next Tuesday, September 10; the second wave, in which they will be held in the 4,500 Communal Circuits, will begin next September 16.
A third cycle will be the responsibility of the states to generate a systematization of the proposals, “all of this as a preparatory vision for the great plenary session that will be held at the national level,” explained Menéndez; the plenary session will take place on October 4, 5 and 6.
He reiterated that the emphasis during the congress will be on debate at the grassroots level, “without intermediaries, delegates or people appointed to make a statement. There is a concept that has to do with direct democracy and that concept is reflected in the method proposed by the President of the Republic.”
Likewise, he indicated that the proposals that arise from the assemblies will be uploaded to the web platform of the 7T Plan de la Patria, through the link https://congresodelbloquehistorico.mppp.gob.ve/.
Three great moments of the grassroots assemblies
He also pointed out that the assemblies will have three main moments, the first will be Socialism as an alternative to fascism, “Homeland or Fascism is the main topic of debate, and there is the construction of the historical block. Visualizing Venezuela for the next 30 years.”
In this sense, he pointed out that the second has to do with the Landing of the ACA of the 7T Plan, “From the construction of the ACA, the complete tasks, the 100 fundamental themes that are seen from the 7T Plan as concrete, specific actions, but that have deep roots in the strategic transformation of society, combos of solutions will be created and alternatives will be generated for a system of public policies.”
The third is the aspects to be transformed in the state, “How we want the dynamics to be more agile, how we want to confront bureaucracy and corruption, and from there the revolutionary transformation of the State.”
