The CNDH hinted that the same situation continues as it did half a century ago, which is why it asked Congress to make reforms to the INE, which it accused of maintaining vices. “The behavior to date”, he maintained, is “the same history” of the Federal Electoral Commission (CFE), which functioned from 1973 to 1977.
The human rights organization headed by Rosario Piedra opted for the electoral proposal of President Andrés Manuel López Obrador – without citing him – which proposed subjecting the members of the INE and the Electoral Court to popular election at the polls.
In a public manifesto issued this Sunday, the CNDH saw it necessary to expand “the institutional mechanisms of participatory democracy, or the way of electing the authorities in charge of organizing and monitoring the elections in order to avoid partisan arbitrariness that the old regime inherited, as well as shortening the management periods”.
The electoral body, the INE, and its predecessor, the Federal Electoral Institute (IFE) were created precisely 28 years ago, in 1994, as a result of the demands to have a citizen-based body that would hold democratic elections independent of the sphere of government.
INE responds to the CNDH: it is forbidden to interfere
In response to the CNDH, the INE issued a statement in which it stated that it has complied with the recommendations that the Commission made to it last April, including promoting democratic life, strengthening the political party system, and ensuring citizens the exercise of their political-electoral rights.
“In the same way, it is expected that other autonomous bodies will also fully attend to their functions,” replied the INE.
He also reminded the CNDH that “it has an express constitutional prohibition to intervene in electoral matters,” according to article 102 of the Magna Carta.
Counselor Dania Ravel reinforced that the CNDH lacks that competence in electoral matters.
