In view of the complaint from the neighbors for the lack of maintenance in squares and parks in the city, the Municipal Urban Cleaning Company of Santa Cruz (Emacruz) reported that two tenders are in process for the maintenance service of green areas and that the deadline Maximum for the signing of contracts is until March 23.
The manager of Emacruz, Andrea Hoyos, pointed out that two companies will be contracted for five years, one for sector A (west) for Bs 99,412,246 and another for sector B (east), for Bs 100,682,625, which makes a total of Bs 200,094,871 million for the two contracts.
Meanwhile, Maestranza and the Directorate of Parks and Gardens are in charge of maintaining the green areas.
The head of the District Coordination Directorate, Denar Sumoya, explained that work will begin on the outside of health centers, in squares, squares, ridges and municipal areas of the capital of Santa Cruz.
To carry out the tasks, Sumoya explained that they will work on 20 fronts, with brigades of up to 20 people who will operate with mini-tractors and brushcutters.
He added that up to now the maintenance of the 514 educational premises has been prioritized, reaching 98 percent progress. It is planned to clean 327 squares.
The Emacruz manager pointed out that the bidding process for the maintenance of green areas is advancing and that the proposals submitted by the proposing companies are currently being reviewed.
For sector A, three companies presented: Tarumá, Florida and Sistema Verde. While for sector B the companies Guapay and Tarumá submitted proposals.
“The qualification commission is in the analysis of the proposals and next week we will have the report, giving its ruling, either the adjudication or the declaration of void,” said Hoyos.
Regarding the alleged overpricing denounced by the councilor Lola Terrazas, the manager of Emacruz clarified that so far the mayor has not requested any information in this regard, so she believes that she has made a calculation with the reference price published in the State Contracting System (Sicoes).
He stressed that the green areas service was previously stipulated in the urban cleaning contract, but currently it is being requested as an independent service, which requires higher administrative, operational, logistics, machinery and other costs.
“The difference is that before the service cost 0.20 cents per square meter, but within the macro urban cleaning contract. Now, the maintenance service cost per square meter is 0.24 cents. The companies that are awarded the maintenance of green areas will have to place their bases of operations, with their own machinery, administrative, financial issues, therefore, the costs increase a little, in addition to those costs to which the councilor refers They were from the beginning of the 2022 administration, now we are in 2023, but if the councilor requests a report, it will be given accordingly, ”said Hoyos.
On the other hand, the councilors of the bench of the Autonomous Community (CA) also question the urban cleaning contracts. In this regard, Hoyos said that Emacruz asked the State Comptroller General to initiate the internal audit of the two international bidding processes that were awarded to the private operators of sectors A and B.
Meanwhile, the claims of the population are constant due to the lack of maintenance of the green areas in the neighborhoods and because they do not see improvements or innovations in the household waste collection service.
They also ask to continue with the cleaning of the micro-dumps, although there is a lack of awareness of the population that continues to deposit their waste in public places or green areas.
