The Chamber of Deputies is finalizing details to discuss AMLO's reform package

The first to be discussed are the four reforms that modify article 123 of the Constitution: one is to convert the program Jóvenes Construyendo el Futuro into a constitutional right, by establishing that a monthly economic support equivalent to at least one minimum wage will be granted to young people between 18 and 29 years old who are unemployed and not studying, in order for them to train for work.

Another amendment to the same article is to establish that workers aged 65 who began to contribute to the Mexican Social Security Institute after July 1, 1997, and those who are under the individual account system that contribute to the Institute of Social Security and Services for State Workers will have the right to an old-age retirement pension equal to their last salary.

The third is on minimum wages, stating that the annual setting will never be below the inflation observed during the period of its validity, the same will be true for professional salaries.

In addition, it states that primary school teachers, police officers, national guards, members of the permanent Armed Forces, as well as doctors and nurses, will receive a monthly salary that cannot be less than the average salary registered with the IMSS.

And the fourth reform to article 123 of the Constitution to establish that the national fund where contributions from companies for workers’ housing go can be used so that employees can obtain cheap and sufficient loans for the acquisition or improvement of housing and these resources can also be invested in the construction of housing so that workers can buy or rent it.

In addition, it states that workers, after one year of paying contributions to the fund, will be able to access social housing owned by the National Workers’ Housing Fund Institute. Meanwhile, monthly payments may not exceed 30% of the worker’s minimum wage, and after 10 years of renting the same home, the worker will be able to purchase it.

Also on that day, the amendments to articles 3, 4, 5, 27 and 73 of the Constitution on various matters will be discussed. The amendment to articles 3, 4 and 73 prohibit animal abuse and states that the Mexican State must guarantee the protection, adequate treatment, conservation and care of these living beings.

Meanwhile, the reforms to Articles 4 and 5 of the Constitution prohibit the production, distribution, marketing and sale of electronic cigarettes and vapers, as well as the production, distribution and sale of toxic substances, chemical precursors and unauthorized synthetic drugs, such as fentanyl.

Likewise, the profession or any activity related to electronic cigarettes and toxic substances and synthetic drugs not legally authorized was prohibited.
