The elected president, Gustavo Petro, confirmed this Monday that Luis Carlos Reyescurrent director of the legal observatory of the Javeriana University, will be the new head of the Directorate of National Taxes and Customs (Dian).

Reyes, with his experience in economic issues and from the academy, has the task of continuing to guarantee the fiscal stability of the country in terms of protection of the tax economy, the administrative part of gambling expenses and the country’s operations abroad in customs matters and trade and transparency.
The challenges of the new director of the Dian
In accordance with the National Institute of Public Accountants, the director of the Dian will have five fundamental challenges during the Government of Gustavo Petro: The modernization of the entity through the DIAN Fund, massification and progress in the Electronic Invoice system, continue strengthening business formalization through the Simple Tax Regime (RST), support entrepreneurs in reducing compliance costs and consolidating services digital technology
Dian modernization plan would increase the collection by 30 billion pesos annually for the next three years. Reyes will assume the challenge to continue promoting tax collection in the countrya goal that, for the year 2022, was set at $196.7 billion.
Likewise, Reyes will have to work on the process of updating Dian’s human resources model to have a staff that adjusts to specific needs.
Previous directors of Dian had warned that a technological romp was coming, given that se will make a new transactional platform and a new data repository that works with artificial intelligence to profile taxpayers.
Another of the points that Gustavo Petro touched on during his campaign, referring to Dian’s role in the new administration, is the elimination of tax exemptions and the entity’s more rigorous approach.

In fact, when making the appointment, Petro stressed that the new director of the institution must strengthen the entity to minimize tax avoidance and evasion. “We have to end institutionalized smuggling,” Petro said.
Likewise, Reyes will have an important participation in the construction and defense of tax reform that the government of Gustavo Petro will file before the Congress of the Republic which, according to the president-elect, would be close to $50 billion.
