He Economic and Social Council (CES) The report presented on Tuesday “Dialogue on the Haitian crisis and its impact on the Dominican Republic”in which he raises harden the sanctions against employers hiring workers in an irregular situation and strengthen the inspection capacity of the Ministry of Labor.
The attention would be focused on the sectors with the highest incidence of informal hiring of migrants: Construction, Agriculture and Services.
Labor market management and competitiveness
The document includes a set of proposals aimed at order labor migrationreduce informality, guarantee rights and raise competitiveness. To achieve this, it is suggested that the Ministry of Labor assumes a more active role as a governing bodywith more resources and greater supervision capabilities.

Likewise, CES recommends the creation of a National Labor Migration Observatoryaimed at monitoring the indicators of the sector and guaranteeing greater transparency in data management.
Registration and formalization of foreign workers
The agency proposes the strict application of the General Law of Migration no. 285-04 and its application regulations 631-11as a basis for establishing mechanisms Registration and documentation of foreign labor. This would allow workers in regular condition to access Basic services and Law protection.
It also raises reinforce the National Employment Service (SENAE) and create specialized units to address cases related to migrant workers.
