The candidacy of former Minister Juan Carrasco to the Lambayeque region is declared inadmissible

Through Resolution No. 00352-2022-JEE-CHYO/JNE, the Special Electoral Jury of Chiclayo declared inadmissible the complete list presented by the politician Together for Peru to the Regional Government of Lambayeque, which was headed by the former Minister of Defense and former prosecutor, John Carrasco Millionsto compete in the 2022 Regional and Municipal Elections.

According to the first article of the aforementioned resolution, two calendar days are granted to correct the observations filed by the JNE “under penalty of declaring the application for registration of said candidates inadmissible, according to what is indicated in considering 11.6 and 13 of this Resolution”.

Part of the observations that were made to the list of Together for Peru, is the point of horizontal parity in all formulas, present in article 10 of the Regulation.

“Of the total constituencies in which the political organizations present formulas, half must be headed by a woman and the other half by a man. If it is arithmetically impossible to apply horizontal parity, because the political party presents candidacies in an odd number of regional districts, formulas headed by women and men must be presented in quantities such that they differ by one (1) district. Failure to comply with this requirement entails the inadmissibility of all the formulas presented by the political organization”, states the rule.

According to the document, it can be seen that in the list headed by Juan Carrasco, there are seven males and only one female in the political organization, for which “the formula presented by the political organization becomes inadmissible in a preliminary way” Together for Peru “for the Regional Government of Lambayeque, for the breach of horizontal parity.”

“Declare inadmissible the request for registration of the formula presented for the Regional Government of Lambayeque, made up of JUAN MANUEL CARRASCO MILLONES (candidate for Regional Governor) and GIULIANA PAOLA ODAR ESPINOZA (candidate for Regional Deputy Governor), presented by the legal representative of the organization policy TOGETHER FOR PERU”, concludes the resolution.
