The audits of the UBA and the UTN on Enhance Work start next week

The Work Empowerment promotes the social inclusion and economic autonomy of people in situations of vulnerability.

The University of Buenos Aires and the National Technological University will begin next week the audits on the application of the Empower Work program, through surveys in the province of Buenos Aires on the socio-labour and productive situation of the management units and the beneficiaries .

Thus it was formalized in a meeting held this afternoon by the Minister of Social Development, Juan Zabaleta, with mayors and municipal officials of the First and Third electoral sections, officially reported.

At the meeting, which was held at the ministry’s headquarters, the evaluation and audit procedure for the Empower Work program was detailed, which will be carried out together with national universities.

The idea is “collect information on the holders of the Work Promotion Program for know their socio-labour and productive situation Y certify the performance of activities under the program, within the framework of the link with the governmental and non-governmental Management Units”.

On predetermined dates and places, beneficiaries of the program will be surveyed by college students, who will complete a real time web form with a thirty questions what will pick up sociodemographic information of each person and data on the activities carried out inside and outside the program.

They will be asked about their housing situation, socio-educational, and they will be promptly consulted by the management unit to which they report.

“This new step that we are taking is part of a path that we began a year ago: we opened a mechanism for people to change Management Unitwe finance productive projects to accompany the return to genuine employment and now we are going to add information to improve this public policy”, said Zabaleta at the beginning of the meeting.

The meeting was also attended by the Vice Minister of Social Development, Gustavo Aguilera, and the head of the Executive Unit of the National Socio-Productive Inclusion Program to Empower Work, Pablo Pais; the secretary for Comprehensive Approach, Micaela Ferraro, the undersecretary for the Promotion of the Social Economy and Local Development, Alejandro Gramajo; and the Undersecretary for Integration and Training Policy, Daniel Menendez.

Also present were the mayors Carlos Ramil (Escobar), Leonardo Boto (Luján), Noelia Correa (Malvinas Argentinas), Julio Zamora (Tigre), Federico Achaval (Pilar), Juan Fabiani (Admiral Brown), Alejo Chornobroff (Avellaneda), Juan Jose Mussi (Berazategui) and Gaston Granados (Ezeiza)

Mayra Mendoza (Quilmes), Andrés Watson (Florencio Varela), Juan Andreotti (San Fernando) and Nicolás Mantegaza (San Vicente) also attended.

Other participants were Mariana Balbi, Secretary of Community Social Development of General Rodríguez; Carlos Cittadini, secretary of Social and Popular Economy of Merlo; Daniel Matos, director of Intermediate Entities of San Isidro; Diego Kravetz, Chief of Staff of Lanús; Nicolás Fusca, Secretary of Social Development of La Matanza; Domingo Antonio Córdoba, Secretary of Economy of President Perón; and Emiliano Valentino, Secretary of Social Development of Esteban Echeverría.

The purpose of the evaluations

In mid-July, the Government announced that it would incorporate the universities in the evaluation of the application of the Work Promotion throughout the country, with the aim of “certify the activities and the strengthening” of the projects involving workers from the popular economy.

“It is more role of the State and more control over the programs that the Ministry has to accompany the Argentines who are having a hard time,” said Zabaleta, who sealed an agreement with his Education counterpart, Jaime Perczyk, and presented the initiative before directors of seven universities in the country.

The Government decided to form “evaluation units throughout the national territory” and incorporate the national universities so that they form part of the “certification of activities and the strengthening of projects.”

With this idea, Zabaleta advances with his peers from the provinces in the design of a national operation: days ago he met with his colleague from Misiones, Fernando Meza, and the undersecretary of Territorial Approach of San Juan, Cristian Morales, to analyze the implementation of the audits.

The Work Enhancement is a tool developed by the Government with the aim of “promote full social inclusion and economic autonomy for people who are in a situation of vulnerability”.
