The Attorney General’s Office ordered the opening of a disciplinary investigation against the General Secretary of the National Savings Fund, Sandra Milena Burgos Beltrán, for alleged irregularities in the awarding of a contract by including enabling requirements to direct the process, and excluding bidders other than the one that was ultimately favored.

The Second Delegate for State Contracting indicated that, apparently, the official participated in the pre-contractual and contractual stages to the detriment of public assets, so an attempt will be made to determine if the sector studies showed that the bilateral agreement was legally and financially viable.
Likewise, the Public Ministry maintained that Burgos Beltrán would have used a selection method that was not appropriate because the goods had technical characteristics, uniform and commonly used, which could have caused the entity to fail to achieve a reduction in expenditure in accordance with the reverse auction dynamics.

The Entity announced that it will review the evaluation of the process to determine whether it was in accordance with the final documents, if the evaluation committee acted objectively and the indices included were disproportionate and prevented a greater number of bidders from participating.
The development of this procedural stage and the request for evidence made by the control entity seek to verify the occurrence of the reported events, determine whether they constitute a disciplinary infraction, and define whether or not the disciplinary party acted under a cause for exclusion of liability.
