The National Prosecutor’s Officethrough the Area of Illicit Enrichment and Constitutional Complaints, presented this afternoon a constitutional complaint before the Congress of the Republic against the parliamentarian Raúl Felipe Doroteo Carbajomember of the Popular Action bench.
Doroteo, according to the statement, is accused of being the alleged perpetrator of the crime concluded to the detriment of the State since “he would have abused his position to force his office worker María Fernanda Morales Gutiérrez to give him 50% of all income.” that he received from Parliament between the years 2023 and 2024 under threat of dismissal.
For this, it has been established, Doroteo would have had the collaboration of Mario Reyes Ortiz.

For this same case, Doroteo was investigated by the Parliamentary Ethics Commission, which at the beginning of this month of December approved its final report recommending the suspension of the legislator for 120 days from the exercise of his functions.
The document in question, however, was not submitted to the Plenary for consideration, a procedure that would already be postponed until the next legislature that begins on March 1 of next year.
The complaint against Doroteo for ‘mochassalidos’ dates back to last March when a chat between the worker and the legislator became known.
“From the December bonus, I have left 2,000 soles, but honestly it is no longer enough for me to give 50% as I normally did. Please see a way to reduce the percentage to 25% starting in January, if not, in any case, it is up to you. I made that decision after talking with my parents, after your visit, and the truth is I feel bad about my condition,” the conversation read.
The following month, in April, personnel from the Attorney General’s Office, along with members of the Diviac of the National Police, raided Raúl Doroteo’s offices.
Background
It should be remembered that this is not the first time that Doroteo is in the crosshairs of justice. He is currently investigated by the Attorney General’s Office as a member of the so-called ‘Los Ninos’ group, initially formed by six AP legislators – in addition to Doroteo, Elvis Vergara, Jorge Flores Ancachi, Juan Carlos Mori, Darwin Espinoza and Ilich López – who They coordinated actions with the coup leader, former president Pedro Castillo, to avoid his vacancy in exchange for favoring his relatives with the awarding of works for some ministries such as Transport and Communications.
Furthermore, last September, his father Raúl Doroteo Neyra publicly denounced him for alleged illegal appropriation of the family residence and for attempting to declare his mother mentally incapable in order to invalidate the judicial process against her.
