The Attorney General’s Office asks the mayor of Quibdó (Chocó) to suspend the PAE tender for 2025

The Attorney General’s Office suggested to mayor of Quibdó (Chocó), Rafael Andrés Bolañossuspend the bidding process corresponding to the School Feeding Program (PAE) for validity 2025.

This recommendation made by the agency was based on the need to pay attention to the alerts issued by the control entity about the process for contracting this feeding program.

Within the framework of its preventive function, the First Delegate for Public Function noted that, after reviewing the responses to the observations and suggestions made in December 2024, It was determined that risks persisted due to the non-inclusion of factors mandatory weightings.

The control entity requested a detailed report from the local president with the analyzes that justified the exclusion of the mandatory weightable factors of local public purchasingparafiscal quota and direct supplier.

In addition, he requested another report with the analyzes carried out to not including provisions in the process documents such as the inclusion of geographical areas and local public purchasing of food from small agricultural producers.

He Public Ministry warned that there are significant risks in awarding the tender based on the tender specifications current definitive ones.

For this reason, it also requested the publication of the document sent to the SECOP II transactional platformwithin the process, along with the corresponding response, so that it is visible to all interested parties.

The Attorney General’s Office emphasized the importance of including mandatory weighting factors to ensure that the bidding process is fair and transparent.

The organization stated that exclusion of these factors could lead to decisions that do not benefit the community and thatthat do not meet the required transparency standards.

Mayor Rafael Andrés Bolaños must respond to these requests and provide the required reports to justify the decisions made in the bidding process.
