The Attorney General’s Office formally requested from the Ministry of Finance, the Ministry of Education and Icetex detailed information on the allocation, programming and disbursement of resources intended for the financing of educational credits for the second half of 2024 and for the year 2025.
This lack of resources would be affecting more than 200,000 students who have not achieved the renewals of higher education credits and registrations.

The Attorney General’s Office asked the three entities involved to provide the following information:
Treasury
- Detail the total amount of the budget allocated to the education sector for 2024.
- Explain the schedule of disbursements made in 2024, including a monthly description of transfers and those still pending.
- Specify the resources that have not yet been transferred to the educational sector.
- Present the complete budget programming for 2025, specifying the resources allocated to Icetex for the renewal of credits and new registrations.

Ministry of Education
- Explain how the projected resources for December 2024 and the first half of 2025 were prioritized in relation to Icetex, particularly for credit renewals and registrations.
- Detail the budget assigned to Icetex for 2024, specifying how much of this has already been transferred.
- Report on resources pending delivery for 2024, with clear disbursement dates.
- Present a breakdown of the 2025 education sector budget.
Icetex
- Provide a detailed report on the resources programmed for 2024, specifically for credit and registration renewals, and the disbursements made month by month.
- Report on resources pending disbursement to higher education institutions, explaining the causes of delays.
- Evaluate the impact of these delays on commitments to students and universities.
- Specify the financing sources used to meet the 2024 obligations and project the resources needed for 2025.

The required entities must deliver the requested information before November 25, 2024. The Attorney General’s Office will continue its work to ensure that the necessary measures are adopted to guarantee access to quality higher education in Colombia.
