The Attorney General of the Nation contradicts Prime Minister Gustavo Adrianzén

Juan Carlos Villena

The Public Prosecutor’s Office issued a statement today denying the statements made the day before by the President of the Council of Ministers, Gustavo Adrianzenwho argued that the Attorney General’s Office did not act in a timely and appropriate manner in the discussion of the project for the institution.

Through a statement, the institution that heads Juan Carlos Villena He stated that these assertions “lack veracity and foundation.”

He specified that the budget assigned to the Public Prosecutor’s Office for the period 2025, which was submitted to a vote in the Council of Ministers on August 19, projects an allocation of 2 thousand 921 million 293 thousand 195 soles, while the Judicial Branch was assigned 3 thousand 930 million 668 thousand 347 soles. Consequently, he indicates, the proposal is “totally harmful” to the proper development of the functions of the Public Prosecutor’s Office.

“The budget for the Public Prosecutor’s Office is not only insufficient to meet the citizen demand for justice services, but, compared to the other entities in this system that have a lower procedural load, it receives fewer resources. Thus, the Judiciary, which only receives 3.3% of the complaints that enter the Public Prosecutor’s Office, received an institutional opening budget in 2024 that is 16.8% higher,” he said.

In its statement, the Attorney General’s Office adds that it had previously submitted three proposals for priority projects that do not have funding. These are the plan to strengthen the operational capacity of the Public Prosecutor’s Office and reduce the provisional status of prosecutors, the strengthening of the Institute of Legal Medicine and Forensic Sciences, and the strengthening of the Office of Expertise.

“All these projects are included in the additional requests rejected by the Ministry of Economy and Finance in the 2025 budget planning phase,” he said.

Thus, the Public Prosecutor’s Office “urges the members of the Budget and General Accounts Commission of the Republic of Congress to rigorously examine the 2025 budget bill approved by the Council of Ministers, which – it reiterates – is harmful to the Public Prosecutor’s Office and puts at risk the development of the investigations it carries out, which would be counterproductive to the clarification of illegal acts that involve even high-ranking State officials.”

The day before, when asked about this request from the Prosecutor’s Office, Prime Minister Gustavo Adrianzén questioned the moment in which the request for additional resources was made by the Public Prosecutor’s Office.

“I cannot tell you whether there will be (resources) or not, we will study their demands, and if they are viable, the budget will be granted. (…) The budget was presented on August 29, that was the moment in which the Attorney General himself and his team should have worked on these issues in the Ministry of Economy and Finance and defined them there,” he said.
