The ASF finds deficiencies of the government of Silvano Aureoles for 12 thousand million pesos

In the last year of the government of Silvano Aureoles Conejo, Michoacán accumulated irregularities for 12 thousand 46 million pesos, of which 5 thousand 43 million was not verified in what they were exercised, and another 3 thousand 175 million pesos correspond to an increase in payments for personal services without authorization, reported the Superior Audit Office of the Federation (ASF).

He also reported that the rest, corresponding to another 3,828 million, arise from anomalies in payroll and contracts.

For example, in this category, 212 million 780 thousand 800 pesos were paid to unauthorized categories of personnel; another 526 million 911 thousand pesos greater than what was authorized. Or 60.7 million were paid to workers who had already been discharged or on leave without pay.

The government of the PRD that now aspires to the presidential candidacy of Va por México -as a representative of the PRD-, is the one that received the most observations from the supervisory body of the Chamber of Deputies, which concluded, in its third installment of the account public 2021, which did not carry out an efficient and transparent management of the resources of the federal participations, in contravention of the applicable regulations in the exercise of the audited resources.

In two audits on the exercise of federalized spending in the entity, the ASF explained that, of the federal participations received by the government of Aureoles Conejo, which amounted to 30 thousand 408 million pesos, a group of 17 state agencies accumulated the largest amount of funds whose destination is unknown, for 2 thousand 414 million.

It is, according to the ASF, a probable damage or loss to the public treasury, plus the yields generated from its disposal until its reimbursement in the bank account of the federal participations.

Of those 2 thousand 414 million, little more than half correspond only to the Supreme Court of Justice of the state, which did not report the use of one thousand 233 million pesos.

For the ASF, the state government did not exercise adequate management of the legislation in terms of financial discipline or a good exercise of spending in a year in which the election for governor was held.

Among the irregularities in the administration of Aureoles Conejo, it stands out that, still as of January 31, 2022, there was a balance of 224.2 million pesos without verifying its destination, because its existence was not proven in the state bank accounts.

In the list of 17 organizations that did not verify the destination of the money are the Telebachillerato system, with 182.1 million; the Electoral Tribunal, with 99.7 million; the Technical Professional Education College, with 98.2 million, and the Work Training Institute, with 97 million. Even the Executive Secretariat of the State Anti-Corruption System appears with an unexplained amount of 16.2 million pesos.

The ASF determined that The government of Michoacán de Ocampo failed to comply with the regulations, by increasing the original allocation of personal services by 3 thousand 175 million and not presenting evidence of authorization of excess income for 5 thousand 43 million pesos of free disposal, nor did it provide documentation of its destination.
