The All Truth Associationa social organization that calls for recognition of the victims of the civil guerrillas prior to the last civic-military dictatorship, repudiated the declarations of Marcos Israel, new president of the National Human Rights Institution (Inddhh), who said that “Human rights violations are committed by the State”in an interview with La Diario published on September 6.
“We regret the degree of ignorance in declaring that the only one that has the capacity to violate human rights in a society is the State”indicated the Whole Truth in a letter signed by its secretary general, Diego Burgueño.
“Human rights violations are committed by the state. Another thing is the responsibility of those who took on the armed revolution, (who) have it, somehow entered the game of the Cold War, and without that provocation perhaps (the coup d’état) would not have happened, but we will never know. Now, human rights violations belong to the State, that is a fact that has to be clear”Israel said in the interview.
For the social organization, the new president of the Inddhh, elected by Parliament, is unaware of the Law No. 17,510 of 2002which “welcomes the Rome Statute“in which “Crimes against humanity committed by the state and by civil groups are equated.”
According to All Truth, With this criterion of Israel, “terrorist groups such as FARC, ISIS, Al-Qaeda and ETA” do not “violate” or violate human rights, as they are non-state organizations. In addition, he said about ETA that “As a percentage of the population of the country where it performed, it killed fewer people than MLN Tupamaros in Uruguay.”
“We express our total rejection of these declarations that continue with those already implemented with total bias and political interest by previous administrations”indicated the organization, and stressed its desire that these ideas be reviewed “for the good of the Institution (Inddhh) and in honor of all truth”.
