After carrying out two mobilizations throughout the national territory that left thousands of students without teaching, the Dominican Association of Teachers (ADP) will pause the protests so as not to affect classes and in search of President Luis Abinader offering solutions to their claims.
The head of the union, Eduardo Hidalgo, in a visit to the director of the newspaper elCaribe, Nelson Rodríguez, welcomed the willingness of the president to mediate in the conflict that the entity has with the Ministry of Education (Minerd) due to the demand for a salary increase and other claims.
The unionist who was accompanied by the second vice president of the institution, Primitiva Medina, and the secretary general, Julio Canelo, accused the Minister of Education, Roberto Fulcar, of not having the capacity to listen to find a way out of the problems facing the magisterium
He assured that chaos has taken over educational centers due to the lack of teachers, student overpopulation and the lack of support or cleaning personnel.
He stated that three months before the end of the school year, the pre-university body is canceling the teachers it had hired to place those who obtained a place in the Teaching Opposition Contest; however, he stressed that they will not assume the position immediately, which is why he is already causing classes to be suspended in the communities of Constanza and Seibo due to the absence of teachers.
“That reflects the lack of planning that characterizes Roberto Fulcar’s management, he is a person who does not listen, he wants to impose things and that is where the biggest problem with the union has been,” said Julio Canelo, indicating that at schools have also not reached the records where they sign all the incidences of the students in the teaching process.
Likewise, he deplored the delay in which the textbooks were delivered to the students.
Improvements in educational quality
One of the demands of the ADP to the authorities is a reform of the educational system to raise the level of learning in schools.
According to Eduardo Hidalgo, in order to achieve a change in education, it is necessary to maintain the continuous training of teachers through the National Institute for Teacher Training and Training (Inafocam), to renew the content and methodology used by teachers, since these they must nominate the art of teaching.
In the same way, he pointed out that the curricular redesign that has been underway for several years must be completed, but with the participation of all teachers so that it is not doomed to failure.
He added that it is necessary to equip the classrooms with didactic materials that are essential for the teaching process, as well as control the number of students per classroom, which according to the also legislator is above 50.

Primitiva Medina, second vice president of the group that directs teachers, declared that the Ministry of Education has not yet applied one of the recommendations of the educational pact, which establishes that children must enter the system from the age of three and not five as it is provided by the public level.
The teacher stressed that this creates a gap between those who study at school and those who attend schools.
The educator also referred to the replacement system that was created under a departmental order between the ADP and the Minerd, to choose substitutes for teachers who cannot go to classrooms for health reasons, but it has not yet been put into operation. execution by Roberto Fulcar.
Medina revealed that a large number of schools are not in a position to receive students, a situation that has caused hundreds of parents to not want to send their children for fear that they may be damaged inside the enclosures.
He explained that despite the formation of a joint commission between both organizations to evaluate the centers that need an intervention, it has been difficult to hold a meeting and start working with the Ministry.
Within their claims, teachers also demand the payment of licenses, the reformulation of the 4% expense, regularize the Prepara program, improvements in the extended day and the installation of a teaching career tribunal.
Other complaints from the teachers’ union
The Dominican Association of Teachers reported that the Ministry of Education is not delivering the decentralization fund to schools to maintain the sanitation of the campuses. Julio Canelo said that the government entity took that part of the budget to paint courts and educational centers, which has led hundreds of directors to lose their personal credit for keeping the campuses clean. The union is demanding that 11,000 retired and pensioned teachers be included in an ARS because they have two years without health insurance. “We have been requesting a meeting with President Luis Abinader because he is the only one who can resolve this situation by decree,” Eduardo Hidalgo said. The union leader also denounced that in multi-grade schools in Azua, Elías Piña and Padre Las Casas they are not offering breakfast or lunch to students, so classes are until noon.
