The 7 achievements at a dialogue table between cargo transporters and the government
The Ministry of Transportation celebrated this Saturday the progress made within the framework of the work tables developed with representatives of the cargo transport sector in Colombia.
The idea of these conversations is to maintain a Open, inclusive and constructive dialogue for the strengthening of the sector and the improvement of the technical and operational conditions in the country’s roads.
Between April and July 2025, four work tables (three face -to -face and one virtual) were held, in which unowsing and representatives of small transporters participated, thus achieving a broad and representative conversation of all the actors in the sector.
In these meetings that took place on April 23 (virtual), on April 29 (face -to -face), on June 19 (face -to -face) and on July 17 (face -to -face), the Colombian Association of Truckers – ACC, National Association of Transporters – ANT, ASECARGA, Renacer Renacer Corporation, Association of Transporters of the East Antioquia – ATOA, SUNCOPETRANSCO, SUNCOPETRASCO, SUNCOPETRA. Ascolcam, Colombia Truchers National Association, Association of the United Top of Antioquia – Fedevolco, Colombian Confederation of Defincarga Transporters, Asocolgruas, Educamión, National Assembly of Transportation, National Union of Drivers and Owners – Sinalco, Association Friends of the Wheel, Asistransport, Trucher Special automotive land – acoltés, and all independent drivers/owners who have attended and accompanied the spaces nationwide.

The National Government entities such as the Superintendence of Transportation, the National Roads Institute (INVIAS), the National Infrastructure Agency (ANI), the National Road Safety Agency (ANSV), the Traffic and Transportation Directorate of the National Police (Ditra) and the Ministry of Defense and the Ministry of Defense.
As a result of these work tables, the following achievements have been achieved:

Strengthening of control and legality Attention tables were established with the Superintendence of Transportation to follow up on complaints related to companies that do not meet the requirements established in the efficient cost information system for cargo car transport – Sicetac.

Training for legality and security It began national training program to 620 agents throughout the country, to train traffic sections in the use and control of the load manifesto. In turn, 50 training days (17 face -to -face and 33 virtual) have been made throughout the year, benefiting more than 15,000 people among owners, holders, transport companies and load generators.

Reactivation of the Load Observatory As a result of the update of the regulation of the Load Observatory, the sessions have been carried out with the goal of guaranteeing the participation of all the actors, reviewing the regulatory framework and ensuring the continuity of the tables to analyze all aspects related to the loading sector.

Resume the infrastructure and road safety table Progress was made in joint commitments with INVIAS, especially in improving security conditions on national roads. In the same way, the infrastructure table that is leading from the Vice Ministry of Infrastructure of this portfolio was resumed again.

Advances in security and mobility In articulation with the Ministry of Defense and the Directorate of Traffic and Transportation (Ditra), regional cities with Pasto, Cali and Medellín have been carried out, and actions are intensified to strengthen the road and citizen safety of cargo transporters, including a greater presence of the public force and agents on the roads.

Modification of Decree 1079 of 2015 – Chapter Load The fourth publication of the Decree project that updates technical and legal aspects of the country’s cargo sector was closed, attending to all the observations sent by the participating actors. The Ministry of Transportation is monitoring the project review by the Superintendence of Industry and Commerce (SIC), to have the final version of the document and continue its expedition process before the Presidency of the Republic.

Advances for the guarantee of decent and decent work The actions of the Ministry of Transportation and the articulation with the Ministry of Labor have been projected for the formulation of the decent and decent work CONPES, in compliance with Decree 1527 of 2024, with a view to promoting work formalization, access to social security and competency training for all actors in the logistics chain of cargo transport. As well as, adopt regulatory measures in public transport that lead to the labor formalization of driver personnel, to the application of the standards on maximum day and the prevention of occupational accidents.
