The 2023 Budget contemplates items for more than $4 billion for policies with a gender perspective (PPG) in the different areas of the Government, which are equivalent to 14.65% of the total amount of expenses and investments planned for the next year.
The 2023 Budget is the third formulated with a gender approachthe first was in 2021, which allows the identification of items, the monitoring of their execution and their impact on reducing inequality gaps.
The executive branch introduced the 2023 Budget billwhich will allocate a total of $4.2 billion ($4,243,277 million) to policies with a gender perspective, which implies a nominal increase of 106% compared to 2022and represents 14.65% of the general budget forecast for 2023 ($28,954,031 million).
This Wednesday the Minister of Economy, Sergio Massa, will defend the project in the Chamber of Deputieswhere it is expected to reach a committee opinion by October 24 to take the issue to the court that same week, according to the schedule provided by the president of the Chamber, Cecilia Moreau.
In the Referral Message, within the Transversal Policies of the 2023 Budget, the category “Gender Equality” is located, which highlights the main lines of policies aimed at assistance, prevention and eradication of violence against women and LGTBIQ+ people, as well as as well as to reduce the gaps between genders.
Within these policies, the Social Security Benefits due to Social Security Moratorium stand out., with an allocated amount of $2,413,723 million, destined for a total of 2,718,848 women. This policy concentrates the highest percentage with 56.8% of the total PPG budget. Women represent 74% of the total number of people targeted by this benefit.
Next in order of importance are the Universal Allowances for Child and Pregnancy (AUH and AUE) with a total of $684,360 million allocated to 4,374,669 AUH beneficiaries and 102,398 AUE recipients.
Within the Ministry of Social Development (MDS), the Feed Benefitwhich is aimed at boys and girls up to 14 years of age and with disabilities without age limit who are in a situation of vulnerability, with an allocation for the year 2023 for $328,383 million for a total of 2,334,779 female holders ( 96% of all recipients).
Meanwhile, the National Program for Socio-productive Inclusion and Local Development “Boost Work”which aims to “improve employment and generate new productive proposals through the development of socio-productive, socio-community, socio-labour projects and educational completion”, presents funds for $386,251 million earmarked for 903,521 female active holders (68% of all holders).
The Ministry of Education is the body in charge the Building Strengthening Program for Kindergartensthat is, the construction, refurbishment or expansion of places of care, education and family support that aims to alleviate the burden of care and upbringing tasks, which fall mainly on women.
Among its goals are a total of 68,869 square meters of Built Classrooms for next year. Along with the program to Strengthen Comprehensive Sex Education and other socio-educational actions, they have budgeted a total of $37,783 million.
The execution of this program is of vital importance due to the need for vacancies at the initial level. (45 days to 5 years) since, according to data published by Unicef-Cippec, while 90% of initial schools have rooms for 4 and/or 5 years, only 50% have a room of 3 and 15% with offer of kindergarten. In the rural sector, only 40% of rural schools offer a room for 3 and 6% nursery school.
For its part, the Ministry of Women, Gender and Diversity has the program “Formulation of Policies against Violence for Reasons of Gender”through which the AcompañAR initiative is carried out for the care of women and LGBTIQ+ in situations of gender violence throughout the country, through financial support equivalent to the Minimum, Vital and Mobile Salary for 6 consecutive months.
Also, this portfolio has the “Strengthening of Line 144” programs underway that provides care, support and advice in situations of gender violence and the Articular Program aimed at strengthening social organizations in the formulation and implementation of projects in community settings related to gender-based violence.
For these initiatives plus the Generate Program Intended for subnational jurisdictions to consolidate and ensure mechanisms for mainstreaming the gender and diversity perspective at a federal level throughout the country, the portfolio has a budget of $54,683 million for 2023.
For its part, from the Secretary of Industry and Productive Development, the Production Financing program has $5,588 million earmarked for 8% of FOGAR Guarantees granted to companies led by women, 8% of Companies Assisted via Tax Reductions and 15% of companies assisted by Sustainability Support for companies led by women.
In the sphere of the Ministry of Health, the policies with PPG are the Sexual Health and Responsible Procreation Program, which carries out the National Plan for the Prevention of Unintentional Pregnancy in Adolescence (ENIA).
At the same time, the program “Approach by Course of Life”, through which activities are developed for equitable access to health for pregnant people, girls, boys and adolescents, and “Actions for Gender Identity”, highlighting in these the provision of hormonal treatments. These programs have a budget of $33,030 million pesos for 2023.
