One of the proposals of the Orsi-Cosse Formula

Who was Director of the Professional Technical Education Council (UTU) and also President of the Central Board of Directors (CODICEN) of the National Administration of Public Education (ANEP) visited Cerro Largo to participate in various activities linked to education, more specifically to education technique.

Among other things, it proposes resuming a process that included the construction of Technological Poles in strategic points of the country. One of them settled in Melo, which is today the High Specialization Institute.

“For society it will be very important that Yamandú Orsi and Carolina Cosse reach the Government because only observing the 48 concrete measures that Orsi proposed in Colonia, there are more than a dozen that directly impact education, childhood, the unfortunate “A fact that has grown like child poverty, about accompaniment” expressed the Professor Wilson Netto.

He recalled that Full-Time Schools began to operate in the 90s. “We have 53,000 students between Gardens and Schools. The commitment is to double that figure in the next period, that is, to reach 100,000 students.” said the former President of CODICEN.

“Each child who goes from a Common School to a Full-Time School, the budget increase is USD 2,000 per student, therefore we are talking about an investment of around 100 Million Dollars, an investment that is absolutely necessary” said to THE DIARY PROFESSIONAL.

REACH 70 THOUSAND SCHOLARSHIPS AWARDED

It is also proposed to go from 14,000 student scholarships to 70,000. “What Orsi’s proposal does is detect where the problems are and provide a solution, but not a pilot, partial solution, but rather try to address in all its completeness what is required to be able to turn the page on things that we do not like.” as a society” held.

“What is also highly promoted in this Orsi and Cosse candidacy is the installation of Technology Parks” advertisement. “That was the objective with which the Technological Poles were generated: to work, interact and invite other research, innovation and also production institutions in the surroundings of their properties” he stressed.

He said that collaborative and collective work must be generated to be able, from there, to generate new areas of knowledge that impact more opportunities for the citizens of the department.

“We are asking for this vote of confidence to resume that process and to be able to do things that have already been demonstrated” he assured. “In some departments we managed to close the entire process and consolidate it. There, change is very good for society, impacting the lives of young people, but also the lives of their families.” Netto insisted during his visit to the city of Melo.

BUDGET AND VISION WAS LACKED

He regretted that all the infrastructure that was generated at the time to make this possible has had neither the budget nor the vision that had been granted during the Broad Front administrations. “Today the centers are relatively isolated and still have little impact on the life of society” said.

“There is a point linked to favoring small businesses because many technical education graduates also have difficulties establishing themselves” he commented. “In these 48 points that Orsi raises there is an entire process to accompany and support the installation.”

The National Colonization Institute is also an important actor in this insertion. “Our governments had the opportunity for UTU graduates to have access to colonization lands, something that had never been achieved before. That has also stopped, we want to resume it” posed Professor Wilson Netto.

“In many cases there is experience, but there is also the observation of society in which this has been possible. During this period they have also had the opportunity to observe how things can, in some way, regress, deteriorate or not advance at the speed that was foreseen by a theme of vision of the country, of vision of education, but also of economic restriction towards “education” established by the former President of the Central Board of Directors of the ANEP. “Each teacher in this country, in the last 4 years, has lost between USD 1,000 and USD 3,500. In 2019, the teacher salary had doubled, but from then on the real salary decreased” he added.

The expert in technical education invited citizens to generate a new dynamic. “We must take advantage of this impulse of analysis, self-criticism and projection that Orsi has generated for his new Government” he concluded.
