The Minister of Planning and Budget, Simone Tebet, criticized on Wednesday (17) the proposal of amendment to the Constitution (PEC) that hinders the progress of criminal proceedings against deputies and senators, as approved by the House on Tuesday night (16).
“This agenda of the armor PEC does not meet the interest of the Brazilian people,” said the minister, who defended the vote of proposals “who are in the interest of the Brazilian people”, among which cited the exemption in income tax for those who earn up to $ 5,000. 
The shielding PEC was approved in two shifts by the House Plenary on Tuesday night. The original text provided that any opening of criminal action against parliamentary depends on prior authorization from the absolute majority of the Senate or the House, in a secret vote. During the early hours of Wednesday (17), however, the secret vote was overturned in the sessions to authorize criminal proceedings against senators and deputies.
The term “secret” was overthrown for lack of quorum during the vote of a prominence. There were 296 votes in favor, but the minimum necessary to maintain the rule was 308 votes.

Tebet classified as “a risk to democracy as we know it” the attempt of some parliamentarians to vote again, on Wednesday, the same highlight in the text, on the grounds that the deputies were sleeping when the theme was the vote.
“The secret vote was legitimately defeated by the parliamentarians who went against this piece,” he said.
She said he hoped the deputies will rethink the strategy and do not “tear” the bylaws and the Constitution, replacing a theme already defeated in a new vote.
The minister said he hoped that the shield PEC will be rejected by the Senate.
“Brazil needs a bicameral system exactly for this, when a house fails, has the other to revisit and say ‘in the light of the constitution, law and public morality, this cannot pass, because it directly violates the Brazilian people,” said Tebet.
The speeches were delivered during a seminar on judicial tax risk, organized by the Ministries of Finance and Planning in conjunction with the Attorney General of the Union (AGU).
