Teachers who were removed from the public teaching career are reinstated

When you wonder why the educational level in Peru is so poor, remember this news: the government of the President of the Republic, Dina Boluarte, promulgated Supreme Decree No. 014-2024-MINEDU, which, in plain English, reinstates teachers dismissed for their poor professional performance to the Public Teaching Career. That is, it qualifies them to teach in all schools nationwide.

These teachers were appointed on an interim basis and removed in compliance with a resolution that stated that they failed an evaluation carried out during the administration of former President Pedro Castillo.

DECISION IS HARMFUL

Idel Vexler, former Minister of Education, described this rule as “bad news”Speaking to Perú21, he said that this law “was approved months ago due to pressure from radical groups in Congress to facilitate the entry of these teachers into the first three ranks. Everything indicates that there will be 2,500 teachers.”

He added that this is “a situation that undermines everything that has been done to strengthen the teaching profession based on evaluations, training and increased merits.”

“This rule obeys political-partisan criteriaaccording to clientelist criteria of a group of teachers who want to win followers for their union movements. It is not the SUTEP, it is not the left, it is the radicals,” he continued.

The educator also pointed out that some constitutional lawyers have argued that the law is unconstitutional “because it discriminates against those who have been admitted to the Public Teaching Career by passing an evaluation. This is an attack on them. As a teacher and former minister, I think it has unconstitutional features.”

PLEASE NOTE

Another harmful rule. Vexler hopes that the law that seeks to appoint 80,000 teachers with more than 3 years of service “and that has been correctly observed by the Minedu” will be archived by the Education Commission of Congress. “Otherwise, meritocracy would be destroyed,” he lamented.
