The Vice-President of the Republic and Minister of Development, Industry, Commerce and Services, Geraldo Alckmin, stated that the municipalities will not be harmed by the tax reform that the government will try to approve in the National Congress. According to him, the measure will simplify, reduce costs and increase efficiency, which should generate an increase in the collection of cities.
“The reform [tributária] it is not to take money from anyone, but to seek simplification, cost reduction and economic efficiency. You can be sure that the collection will grow for the municipalities”, said Alckmin.
The tax reform will be discussed from a working group created in the National Congress based on two proposals that are already being discussed in the Chamber of Deputies (PEC 45/19) and in the Federal Senate (PEC 110/19). The rapporteur is deputy Aguinaldo Ribeiro (PP-PB). The government will not forward its own proposal, but will take advantage of the content of these projects in progress and intensify parliamentary articulation to approve them.
Alckmin’s statement was given on Monday night (13), during the vice president’s participation in the 84th General Meeting of the National Front of Mayors (FNP), in Brasília. The entity brings together managers from all capitals and municipalities with more than 80,000 inhabitants. “The local government is the government that sees the problems of the population”, highlighted the vice-president, in a speech to the municipal managers.
Investments
Alckmin recalled the investments planned for that year, expanded with the approval of the Proposed Constitutional Amendment (PEC) of the Transition, at the end of 2022, which authorized public investments beyond the spending cap rule, which limits growth to the previous year’s inflation .
“The biggest extra cap, the biggest supplementation was for health, [com] R$ 22 billion more for those who make the SUS (Unified Health System) a reality, which are the states and municipalities”. Alckmin also mentioned the Minha Casa, Minha Vida program, which has estimated resources of R$ 10.4 billion in 2023.
