The Comptroller’s Office detected the double payment of the state in three officials of the Tacna Regional Health Directorate during 2021 and 2022, which violated the Public Employment Law and the Civil Service Law by providing services to district municipalities at the same time.

The control body found criminal responsibility in the head of the budget work team of the Executive Directorate of Strategic Planning, Angélica Alarcón Miranda; the head of the Diresa Logistics Office, Javier Quispe Cayo; and the head of the Human Resources Administration work team, Máximo Chipana Choquecota, who signed an affidavit saying they did not receive another salary from the state.
They also worked for municipalities
According to the Comptroller’s report, Angélica Alarcón incurred double perception by charging 25,418 soles for providing services by third parties to the district municipalities of La Yarada Los Palos and Pocollay.
Javier Quispe received an amount of 8,000 soles from the Ciudad Nueva District Municipality for providing services for the management of Information and Communication Technologies.

Máximo Chipana performed a service to the same district commune for 3,000 soles for providing services during the first quarter of 2022, in addition to the salary he receives monthly from the state in Diresa Tacna.
Director must determine responsibilities
The specific control report was notified to the head of Diresa Tacna, Oscar Galdos Rodríguez, for the demarcation of responsibilities of the officials involved in the Comptroller’s finding.
In addition, the Office of the Comptroller General of the Republic was informed to initiate criminal proceedings against the three officials who received double remuneration.
The officials work under the regime No. 276 “Law of Bases of the Administrative Career and Remuneration of the Public Sector”.
