The Comptroller General of the Republic detected up to seven adverse situations in the execution of the work of the Viñani Police Station, in charge of the municipality of Gregorio Albarracín.
The alleged irregularities were reflected in the Control Milestone Report No. 29 – 2025 of the Institutional Control Body of the Albarracina municipality.
External supervisor not yet hired
The contract was signed between the district municipality and the PNP Viñani Consortium for 21,792,255 soles. It started on July 3, 2025 and must end on June 28, 2026.
According to the auditors, until the issuance of the report, the municipality had not called the selection for the hiring of construction supervision, despite the fact that it had started more than four months ago and is close to the budget limit that allows the employment of a temporary inspector.
As a second finding, it notes that the municipality granted an advance for materials for about 4 million soles despite the fact that the inputs subject to advance payment “had not been scheduled, programmed or fixed” for their acquisition, except for a portion of the corrugated steel and the screw wood.
Electrical boxes in columns
Another tangible fact according to the Comptroller’s Office is the discovery of construction deficiencies in the lightened slabs, the presence of pipes and inserts for electrical and sanitary installations in the columns. This could affect the structural behavior of the building and the useful life of the work, to the detriment of the interests of the municipality and the population of Viñani.

They changed type of cement
The report also explains as a third point that the type of cement to be used was modified without having the authorization of the contractual modification. The contract contemplated the execution of items with type V cement, but the resident requested to approve a modification so that type HS cement was used instead of cement V.
He argued that there was a discontinuity in the manufacturing and marketing of type V cement and that even better cement was going to be used. The construction company’s quality control engineer said that type V cement was no longer commercial in the southern macro region.
Used material costs less
On July 30, 2025, the municipality of Gregorio Albarracín approved the use of HS type cement and constructions were carried out with said material.
The auditors made a quote for type HS cement, discovering that it had a value per bag of 26.80 soles, while type V cement cost 42.60 soles per bag.
Cost was not reduced in valuation
This modification of the cement also implied a reduction in its cost, however the contractor executed the items without the deduction being made, which was allowed by the construction inspector, leading to items being valued for the same amount contemplated in the file, despite the fact that the cost should have been lower.
The absence of quality control engineer Mario Zegarra and structural engineer Rusvell Huisa was also detected despite the fact that the contract requires them to be there permanently.
