The Comptroller detected that the Special Tacna project modified in 2022 an internal directive for the execution of public investments by direct administration including the personnel hiring mode without public tender, non -observing the specific directive that establishes the procedure of selection and contracting of personnel.
“It causes the risk that hiring is made without guaranteeing the legality, merit and equal opportunities for access to public employment,” said the institutional control body through the 011-2025 ex officio orientation report published on September 16.
General Management Resolution
The OCI reported that this change was given through managerial resolution 037-2022, although the entrance to the public administration is necessarily carried out by public merit tender.
