Public investment specialist and former president of the Tacna Regional Council, Jaime Bautista Aquino, analyzed the progress of budget execution in the five municipalities that received the highest mining royalties this year.
The updated budget for the 28 municipalities of Tacna is 1,122 million soles and only 42% of the total allocated by the Ministry of Economy and Finance has been spent. The budget for the 11 municipalities of the province of Tacna is 623 million soles and only 42.7% has been spent by the end of the seventh month.
Five municipalities manage 83% of resources
The five municipalities in the province of Tacna with the largest budget are the provincial commune of Tacna with S/ 181.6 million, Gregorio Albarracín with 175.4 million, La Yarada Los Palos with S/ 55.3 million, Alto de la Alianza with S/ 53 million and Ciudad Nueva which has 51.4 million soles. These five municipalities manage 516.7 million soles, that is, 83% of the total budget of the province of Tacna.
Bautista says that for an objective analysis of the budget execution among the municipalities of the province of Tacna, it is appropriate to differentiate those that concentrate the largest population and therefore the largest transfer of resources by the MEF. “These municipalities with the largest budget also concentrate the largest population and therefore their needs are greater and they must also invest better,” the specialist stressed.
Execution of budget for works
Regarding the budget assigned to execute works, the expert points out that the municipality of Ciudad Nueva occupies the first place having invested 46.9% of the 35 million 925 thousand 241 soles received, followed by Gregorio Albarracín with 45% of the 106 million 321 thousand 998 soles, Alto de la Alianza with 37.8% of the 34 million 130 thousand 421 soles, La Yarada Los Palos with 27.1% of the 47 million 290 thousand 919 soles and the Provincial Municipality of Tacna with 27% of the 43 million 309 thousand 657 soles assigned by the MEF.
General budget execution
Regarding the execution of current expenditure and works, that is to say in general, in first place is Gregorio Albarracín with 51.8% of the 175 million 358 thousand 648 soles, Ciudad Nueva is in second place with 47.3% of the 51 million 369 thousand 439 soles, Alto de la Alianza with 40% of the 53 million 34 thousand 964 soles, the Provincial Municipality of Tacna with 38% of the 181 million 640 thousand 11 soles and finally in fifth place La Yarada Los Palos which of the 55 million 252 thousand 99 soles has executed 30%.
