In the office of lawyer Efraín Zea Pinazo, the Peruvian Army corporal Víctor Hugo Condori Mamani (20) reported having suffered severe physical punishment as a result of which he lost his left testicle due to not having been evacuated in a timely manner.

He said that the abuse occurred on June 10 at the Albarracín barracks where he works in the 20th Military Police. He said that a cell phone had been lost and that he was blamed. He was forced to carry a backpack weighing about 30 kilos from 10 a.m. to 9 p.m.
Superiors knew punishment
Days later he began to feel unwell, but they still made him carry the backpack with the 30 kilos. “My superiors knew that they were giving me this punishment and they did nothing,” he said.
He said that he was sent to do his service at the Barredera military beach. On the night of June 29, he began to feel very ill due to pain in his kidneys. “I told my lieutenant Vargas, ‘I feel bad, my kidneys hurt,’ he told me ‘Cholo, wait until tomorrow, I’m sure the pain will go away,’” he said.
They refused to evacuate him
At 4 a.m. the pain was much worse, it was already unbearable. I told the lieutenant again but he did not want to evacuate me. So I called my family who took me to the Army clinic in a private car,” he said.

The clinic did nothing to evacuate him. His mother took him to Unanue Hospital on her own, where his left testicle was removed due to an obstruction since his blood was not circulating and he was even on the verge of losing his life.

Dr. Efraín Zea said that the Attorney General’s Office is already investigating the case of torture and that they will file charges against Captain Luis Becerra Guerra, Commander Henry Valentín, Second Lieutenant César Vargas Rojas, head of the Boca del Río base, lawyer Cristian Cancapa Luque and the doctor assimilated to the Army, Rosario Cutipa Torres, for not ordering their transfer to Lima.
