“The human factor is 90% of the time the cause of all accidents, whether it is alcohol consumption, the consumption of hallucinogenic substances or the recklessness of drivers, but alcohol consumption has increased greatly,” the officer explained.

The commander publicly called attention to people who get into a vehicle knowing that the driver is intoxicated. He called on them to report him by notifying the authorities or prevent him from starting the vehicle.
