The tool Election Watch 2022, elaborated by the Gustavo Mohme Llona Foundation, shows that 68 candidates for the municipalities and regional government of Tacna have tax investigations for alleged crimes against the public administration and judicial proceedings. The most common crimes in the Tacneños list are embezzlement, embezzlement, collusion and bribery.
In the list is Luis Torres-Robledo who is running for regional government for the second time. Torres was mayor of the province three times. He has four investigations formalized for influence peddling, own passive bribery, improper and simple collusion. He has two other cases in preliminary proceedings.
Another of the indicated candidates is the businessman Fernando Martorell Sobero, who is running for public office for the fourth time. Till now he has not been able to gain victory in his nominations. He faces a trial for alleged aggravated collusion in the criminal court.
The Martorell case dates back to 2010. According to the Prosecutor’s Office, his company irregularly bought land in Zofra Tacna when his brother William Martorell, He was a member of the board of directors of that institution. Martorell was sentenced to 5 years in prison for that complaint but the ruling was overturned and the trial has been restarted.
Henry Gonzales Mamani, candidate for the region of Peru Libre, is also on the list with an investigation for simple collusion in the preliminary diligence stage. The former mayor of Gregorio Albarracín, Second Ruiz Rubio, that applies to the region, has an investigation formalized for alleged embezzlement and another for embezzlement in preliminary diligence.

In the regional vice-government list, they include Fidel Carita Monroy (own passive bribery, in preliminary diligence) and Light Huancapaza Cora (collusion, preliminary diligence). As for the candidates for district mayors, 23 of them are on the Electoral Surveillance platform. For the regional councils, which will represent the four provinces, only five candidates have processes.
