The company Lealto EIRL imported more than 40,000 emergency food packages from Miami, United States, before the Metropolitan Regional Government of Lima (GRML), when it was in office. Rafael Lopez Aliagawill award the contract for S/2,780,000 to the aforementioned supplier company.
Apparently, Lealto EIRL knew that it would win the favor of the Regional Administration and Finance Sub-Management of the GRMLwhich was recorded on June 5 of this year.
According to documentation of the “non-competitive selection process” for the acquisition of cold food rations – that is, without bidding but through direct award -, the requirement for the products was made by the Sub-Management of Civil Defense, Prevention, Reduction and Reconstruction of the GRML (César Calderón Sandoval), on April 22 of this year. According to the respective official letter, it requested 40,000 packages to serve the victims of the rains in 16 districts of Lima. The food had to be valid for three years.

As will be seen below, up to this point the hiring process had not started. However, according to the Single Administrative Documents (DUA), which Luis Alvarado Ato, of Lealto EIRL, presented to Customs, made two imports of food rations (enchiladas, tacos, tortellini, pasta fagioli, etc.), on April 14 and 21 of this year, for a total of 40,000 packages. Three days later, on April 24, the head of Logistics, Clodi Ramírez Veramendi, of the Sub-Management of Administration and Finance of the GRML, sent an e-mail inviting different suppliers, including Lealto EIRL, owned by Luis Alvarado Ato, to present their quotes. Thus, the process of selecting the suppliers of cold food rations for the GRML had just begun.
At 4:23 p.m. that day, Clodi Ramírez sent the message to Luis Alvarado Ato. And this, six hours later, at 10:55 p.m., Alvarado responded by providing the quote requested by the GRML.
After a day, the April 25 of this year, the manager of Civil Risk Management, Prevention, Reduction and Reconstruction of the GRML (César Calderón Sandoval), informed the general manager of the GRML (Rosa Ebentreich Aguilar), who received the quotes from Lealto EIRL and UNIMAC Bienes y Servicios.
At this time, there was no record of the contracting process, nor a certification of budget credit, much less a legal authorization to commit the expense. according to the documents obtained by La República. But Lealto EIRL already had in Peru the 40,000 rations that the Metropolitan Regional Government of Lima (GRML) required during the management period of Rafael López Aliaga.
Almost a month later, on May 27, the Sub Regional Planning and Budget Management of the GRML, just issued the budget certification approval file for S/2,780,000 for the purchase of the 40,000 rations.

A contract on a plate
With the money in hand, on June 2nd, the official Clodi Ramírez Veramendi, approved the hiring file. And on the fifth of the same month, the Clodi Ramírez awarded the contract to Lealto EIRL, the company that had already imported the 40,000 rations 45 days before the bid. On June 6, María Romo Astete signed the contract for GRML and Luis Alvarado Ato for Lealto EIRL.
The Republic contacted Luis Alvarado to explain why he imported in advance the 40,000 portions of cold food that the GRML required. But he said he would not respond: “Ask the Metropolitan Regional Government of Lima. You will find all the information there.”

The contract between the GRML and Lealto EIRL was signed on June 6 of this year.
